School Board Meeting - March 24, 1998

 

Discussion Item - Funding for Proposed 6, 7, & 8 Facility

Doug Whitt, Vice President with Southwest Securities, briefed the Board on Bond Market Update; State Tier II Funding; Preliminary Bond Program Analysis; and Preliminary Bond Election Timetable. A booklet was presented to each Board member explaining the above mentioned more in detail. Mr. Whitt answered questions asked by the board.

Discussion Item - Update on the ES

Charles Voelter, architect with The Voelter Group, reported to the Board they are in the process of making some revisions to the floor plans of the elementary school. Mr. Voelter presented a reproduction of the front elevation of the elementary school to each Board member.

Discussion Item - Building and Grounds Maintenance at IS

President Alston expressed his concern on the sewage system at the intermediate school located on Commerce Street during the recent flooding. Steve Payne, employed with Marriott for MISD building and grounds, addressed the Board on this issue stating that he had talked with the City of Marlin about this problem. Arthur Douglas, Marlin City Manager, then spoke to the Board and gave statistics of flooding and rainfall - 1997, 52.44" (36"); December, 7.77" (2.70"); December 21, 4.96"; December 24, 1.08"; January 10.13" (2.10"). TOTAL 16.17". Wide spread flooding, however, worst area - First Street. Channel 25 interview. Many Central Texas cities experienced sewer main and storm sewer problems because of excessive intake and infiltration during this period. Problem solution in progress.

Consent Agenda

Motion by Ms. Rose Sedillo, seconded by Mr. Arthur Douglas, to approve the Consent Agenda. The motion carried unanimously. Consent Agenda items: agenda, minutes of the February 17, March 3 and March 10, 1998 meetings, bills and budget amendment (s).

Construction Manager for Elementary School

Motion by Ms. Lowanda Washington, seconded by Mrs. Billie Jones, to accept the recommendation of Charles Voelter, architect, to table this item. The motion carried unanimously.

Bid for a School Bus

Motion by Mrs. Billie Jones, seconded by Ms. Elaine Truett , to reject all bid proposals as presented for a school bus. The motion carried unanimously.

Take our Daughters/Sons to Work Day Program

Motion by Mrs. Billie Jones, seconded by Ms. Rose Sedillo, to approve participation in the Take our Daughter/Son to Work Day Program on April 23. Voting for were: Mrs. Billie Jones, Ms. Rose Sedillo, Ms. Elaine Truett, Mr. Keith Drews, Mr. Arthur Douglas and Mr. Keith Alston. Ms. Lowanda Washington abstained from voting. The motion passed.

Consent for Innovation Course Application

Motion by Mr. Arthur Douglas, seconded by Ms. Rose Sedillo, to approve the innovative course application for high school. The motion carried unanimously. TEA recommends that districts develop and submit an innovative course application in order to continue to offer a MOCT style class.

Adopt Textbooks for 1998-99

Motion by Mr. Keith Drews, seconded by Mr. Arthur Douglas, to accept recommendation from the Textbook Committee to adopt all titles. The motion carried unanimously.

Early Voting/Alternate Judge, Judges & Clerks for District B & E

Motion by Ms. Elaine Truett, seconded by Mr. Arthur Douglas, to table this item. The motion carried unanimously.

Results of Closed Session

*Level III Grievance - Motion by Mr. Arthur Douglas, seconded by Mrs. Billie Jones, that the board opt to take no action at this time on the Level III grievance. The motion carried unanimously.

*Personnel Employment - Motion by Mr. Arthur Douglas, seconded by Ms. Elaine Truett, to employ Joe Bledsoe as 8th grade Earth Science teacher for the 1998-99 school year. The motion carried unanimously.

*Employment of Teachers and Professional Staff for 1998-99 and Non-renewals

Motion by Mr. Keith Drews, seconded by Mr. Arthur Douglas, to terminate the probationary contract of Robin Powell, effective at the end of the contract year which this Board deems is in the best interest of the district. Voting for: Mr. Keith Drews, Mr. Arthur Douglas, Ms. Elaine Truett, Mrs. Billie Jones and Mr. Keith Alston. Ms. Lowanda Washington abstained from voting. The motion passed.

Motion by Mr. Keith Drews, seconded by Ms. Elaine Truett, to terminate the probationary contract of Joe Welps effective at the end of the contract year which this Board deems is in the best interest of the district. Voting for: Mr. Keith Drews, Ms. Elaine Truett, Mrs. Billie Jones, Mr. Arthur Douglas and Mr. Keith Alston. Ms. Lowanda Washington abstained from voting. The motion passed.

Motion by Ms. Elaine Truett, seconded by Mrs. Billie Jones, to terminate the probationary contract of Harry Gunner at the end of the contract year which the Board deems is in the best interest of the district. Voting for: Ms. Elaine Truett, Mrs. Billie Jones, Mr. Keith Drews, and Mr. Keith Alston. Voting against was Ms. Lowanda Washington. Mr. Arthur Douglas abstained from voting. The motion passed.

Motion by Mr. Arthur Douglas, seconded by Mrs. Billie Jones, to instruct Superintendent Thornell to notify Mr. Brad Leamon, in writing, that the Board proposes to non-renew his term contract for the succeeding school year. Voting for: Mr. Arthur Douglas, Mrs. Billie Jones, Ms. Elaine Truett, and Mr. Keith Alston. Ms. Lowanda Washington and Mr. Keith Drews abstained from voting. The motion passed.

*Personnel Resignations/Retiree (s)

Motion by Mr. Arthur Douglas, seconded by Mr. Keith Drews, to accept the resignations from Frances Colvin, Jeannine Powers, Laurie Davis, Floyd Peterson, Jill Murphy and retiree Leo green. The motion carried unanimously.

Board Comments:

Arthur Douglas - The hour well spent.

Keith Alston - This is probably the most distasteful part about this job, is having to make decisions of our employed personnel. Appreciated the Board participation.

Lowanda Washington, Keith Drews, Elaine Truett and Billie Jones - No comments.
