Regular Scheduled School Board Meeting - November 16, 1999

Board members present - Arthur Douglas, Samuel Garcia, Rose Sedillo, Keith Alston, Carman Dingrando and Lowanda Washington.

Board members absent - Danny Vickers

 

*Steve Jones, Superintendent on site for Baird Williams Construction, Inc., gave an update on the elementary and middle school construction. ELEMENTARY SCHOOL: area "C" has been inspected by owner and architect and is complete; area "B" - will do punch list on December 18; area "A" - flooring will be completed this week, ceiling and painting in progress; plumbing in finishing process; December 13 is projected to be date to do "punch list"; still maintaining completion date. MIDDLE SCHOOL: area "D" - structural steel up; roof on; masonry and trim work near completion; area "E" - structural steel erected; sheet metal will start; in three weeks will start on the gym; will soon start planting grass. Mr. Jones asked questions asked by the Board.

Mr. Dale Bohannon, High School Principal and Interim Superintendent Letha Hopkins presented a certificate to Ms. Bobbie Milton, Marlin High School English/Drama/French teacher, as a nominee for the Texas Excellence Award for Outstanding High School Teacher.

Bill (s) from City Auto Parts - Motion by Mr. Samuel Garcia, seconded by Ms. Lowanda Washington, to approve the bills from City Auto Parts. Voting for: Mr. Samuel Garcia, Ms. Lowanda Washington, Mr. Keith Alston, Ms. Rose Sedillo and Mr. Arthur Douglas. Mr. Carman Dingrando abstained from voting. The motion passed.

Bill (s) from The Chicken Place - Motion by Mr. Samuel Garcia, seconded by Ms. Lowanda Washington, to approve the bills from The Chicken Place. Voting for: Mr. Samuel Garcia, Ms. Lowanda Washington, Ms. Rose Sedillo, Mr. Carman Dingrando and Mr. Arthur Douglas. Mr. Keith Alston abstained from voting The motion passed.

Consent Agenda -Motion by Mr. Samuel Garcia, seconded by Ms. Rose Sedillo and Mr. Keith Alston, to approve the consent agenda. The motion carried unanimously. Consent agenda items: agenda, minutes of the October 19, November 9 (6:30)  meetings and November 9 (7:00), 199 workshop/session and other bills.

Discussion Item-Single Member Redistricting and 2000 Census: Professor David Guinn, Attorney at Baylor University Law School, presented the board a booklet with graphs regarding the census. He then briefed the board on the upcoming 2000 census and the process of the single member redistricting. He will start gathering information in June 2000 for redistricting. The census figures will be handed down in 2001. Basically the same process for redistricting will be followed as in 1987. All changes pre-cleared through Washington. The redistricting will be in effect for the 2001-2002 elections.

Request for Commerce Street Campus -Motion by Ms. Rose Sedillo, seconded by Mr. Samuel Garcia, to table this item until more information can be provided. Voting for: Ms. Rose Sedillo, Mr. Samuel Garcia, Ms. Lowanda Washington and Mr. Arthur Douglas. Voting against: Mr. Keith Alston and Mr. Carman Dingrando. The motion passed. Mrs. Lucile Hampton, Coordinator of the Bible Way Community Development Academy was present to brief the board on the academy project.

Representative to FCPSLFC - Motion by Mr. Keith Alston, seconded by Ms. Lowanda Washington, to approve Milton Moore as MISD's representative to the Falls County Permanent School Land Fund Commission. The motion carried unanimously.

Cast Votes for MISD Representative Appraisal District Board of Directors -Motion by Mr. Samuel Garcia, seconded by Ms. Lowanda Washington, to cast 1001 votes for MISD's representative, Rose Sedillo, and 318 votes for the City of Marlin's representative, C.L. Moore. The motion passed unanimously.

Taping of Closed Sessions - Motion by Mr. Samuel Garcia, seconded by Mr. Keith Alston, to accept recommendation and approve taping of Board closed sessions. Voting for Mr. Samuel Garcia, Mr. Keith Alston, Ms. Rose Sedillo and Mr. Arthur Douglas. Voting against: Ms. Lowanda Washington and Mr. Carman Dingrando. The motion passed.

Accept Bids on house corner of Clark and Donohoo- Motion by Ms. Rose Sedillo, seconded by Mr. Carman Dingrando, to accept high bid with administration having the option to go to the next bid if the high bid falls through. The motion carried unanimously. Mr. Samuel Garcia excused himself from voting due to a business interest. Bids submitted - $10,575; $5,250.10; $3,558; $1,558.

Move December Board Meeting - Due to the regular board meeting falling during the Christmas Holidays, motion by Mr. Keith Alston, seconded by Ms Lowanda Washington, to approve moving the December regular board meeting from December 21 to December 14. The motion carried unanimously.

Payment of Back Salary to Gene Erwin - Motion by Mr. Samuel Garcia, seconded by Mr. Carman Dingrando, to table this item until more documents and information can be presented to the Board. The motion carried unanimously.

Results of Closed Session:

Grievance Rick Reynolds - Motion by Mr. Samuel Garcia, seconded by Ms. Rose Sedillo and Ms. Lowanda Washington to pay Rick Reynolds $92.33 in back pay. The motion carried unanimously.

Personnel Resignations - Motion by Ms. Lowanda Washington, seconded by Ms Rose Sedillo, to accept resignations from Irwin Morris and Kerri Walker. The motion carried unanimously.

 

Interim Superintendent's Report: Mrs. Letha Hopkins, Interim Superintendent, reported to the Board - 1) a possibility of contracting with Challenge Academy, Juvenile Justice AEP for McLennan County, for our expelled students; 2) football game/administrative breakfast; 3) a parent's concern regarding wrestling gestures and use of words at school; 4) Chet Edwards will be the key note speaker at the new elementary school ribbon cutting January 3, 2000; 5) need a called Board Meeting to accept insurance bids on new elementary school; 6) commended Tom Simpson on the programs for the play-off games.

Samuel Garcia - Congratulated Bobbie Milton. We are right now in an exciting time with our football team winning and we should be as excited about academic accomplishments and teachers like Mrs. Milton.

Rose Sedillo -Congratulated Bobbie Milton and agreed with Mr. Garcia's comments.

Lowanda Washington - Congratulated Bobbie Milton and also the football team.

Arthur Douglas - I've enjoyed for number of years of success - enjoyed, because I went to school on a scholarship. You cannot play football without using your mind. Echoed Mr. Garcia's comments.
