ACTION REPORT

  • Special Called Meeting - December 17, 2002
  • The meeting was called to order by President, Lowanda Washington at 6:32 PM.
  • Roll Call - All Board trustees were present.

AGENDA:

  • District's Annual Report - Superintendent Hopkins presented a handout to each Board member. She informed the Board the data on the district's annual report can be found on the TEA web site. She also invited the members to come to her office anytime to discuss the report.
  • Presentation of School Report Cards - High School Principal Roy Howell presented each Board member information on high school's AEIS Report. He stated that marlin High School was rated acceptable 2001-02. He briefed the Board on the handout and thanked the Board for their support. Questions were asked by the Board.

    Middle School Principal Jo Ann Garrison, presented each Board member a copy of the middle School's AEIS Report. She briefed the Board on the contents and stated that Marlin Middle School was rated acceptable 2001-02. Questions were asked by the Board.

    Elementary School Principal Ron Faircloth, presented each Board member a copy of the elementary AEIS Report and additional information listing improvements that have been completed, are in the implementation phase, or are projected to be completed. He thanked the Board and Superintendent Hopkins for their help and support. Questions were asked by the Board.

  • Public Comments - None.
  • Adjourned - President Washington adjourned the meeting at 7:04 PM.

REGULAR SCHEDULED MEETING

  • The meeting was called to order by President Washington at 7:05 PM.
  • Invocation was given by trustee, Roger Nutt.
  • Pledge of Allegiance was led by trustee, Roger Nutt.
  • Roll Call - All trustees present.
  • Public Comments - None.

AGENDA ITEMS

  • Consent Agenda - Motion by Mrs. Byrleen Terry, seconded by Mr. Danny Vickers, to approve the consent agenda as presented. The motion carried unanimously. Consent agenda items: minutes of the November 19 (6:30 PM), November 19 (7:00 PM); and December 3, 2002 meetings/workshop and bills.
  • Budget Amendments - Motion by Mr. Roger Nutt, seconded by Mrs. Byrleen Terry, to approve the budget amendments as presented. The motion carried unanimously.
  • Request for Early Graduation - Motion by Mr. Danny Vickers, seconded by Mrs. Rose Morin, to approve request for early graduation for Lance Hopkins. The motion carried unanimously.
  • Bid on old Middle School - Following a discussion on this agenda item, motion by Mr. Danny Vickers, seconded by Mr. Roger Nutt, to table this item until the January meeting. The motion carried unanimously. Board member Roger Nutt asked that more information be brought to the next regular scheduled Board meeting.
  • Proposal to Purchase Two Tracts of Land - Motion by Mr. Danny Vickers, seconded by Mrs. Byrleen Terry, to approve purchase of properties referenced in Falls County Suit #30571/Quitclaim Deed Suit #33,152-T by Falls County WCID #1 for fees involved in transfer of ownership. Voting for: Mr. Danny Vickers, Mrs. Byrleen Terry, Ms. Lowanda Washington, Ms. Sonja Washington, Mrs. Rose Morin and Mr. Roger Nutt. Mr. Keith Drews abstained from voting. The motion passed.
  • Shared Services Agreement FEC - Motion by Mrs. Byrleen Terry, seconded by Mrs. Rose Morin, to approve the Shared Service Agreement for Falls Education Co-op as presented. The motion passed unanimously.
  • Renew Contract La Porte MAC Consortium - Motion by Mr. Roger Nutt, seconded by Mr. Danny Vickers, to approve two-year renewal of contract June 2, 2003-June 30, 2005 for continued participation in the La Porte MAC Consortium.
  • Solicit Bids for Property/Inland Marine, Liability, Auto & Commercial General Liability Insurance - Motion by Mr. Danny Vickers, seconded by Mr. Roger Nutt, to authorize superintendent/business office to solicit bids for Property/Inland Marine, Liability Auto & Commercial General liability Insurance coverage. The motion carried unanimously.
  • Solicit Bids for Errors & Omissions Insurance - Motion by Mr. Danny Vickers, seconded by Mr. Roger Nutt, to authorize superintendent/business office to solicit bids for Errors & Omissions Insurance coverage. The motion carried unanimously.

REPORTS:

  • Superintendent Evaluation Forms - President Washington handed each Board member the superintendent evaluation packet to fill out and return.
  • Additional Title Funds - Superintendent Hopkins briefed the Board on a grant that was submitted for rural and low-income school program. She gave each Board member a sheet explaining the allowable uses and proposed expenditures of the grant.
  • TEA Report - Ms. Michelle Willhelm, Campus Intervention Team Specialist for Marlin ISD, gave an update to the Board. She stated she has met with the elementary faculty, will meet in January to set short and long term goals, instructional focus will be immediately. Thanked everyone for the gracious reception.

RESULTS OF CLOSED SESSION:

  • Personnel Employment - Motion by Mrs. Byrleen Terry, seconded by Mrs. Rose Morin to approve to employ Jodi Blum, second grade teacher; Holly Singleton, second grade teacher and Robert Bardin, IPC teacher for the 2002-2003 school year. The motion carried unanimously.
  • Personnel Resignations - Motion by Mrs. Byrleen Terry, seconded by Ms. Sonja Washington, to accept resignation from Kristie Self. The motion carried unanimously.

BOARD COMMENTS:

  • Rose Morin - Thanked principals and superintendent for the great work they are doing. Also thanked Ms. Willhelm.
  • Byrleen Terry - Sorry for illness. Thanked principals and Mrs. Willhelm for their reports.
  • Sonja Washington - Wished everyone a happy Holiday Season.
  • Keith Drews - Wished Board and Staff a Merry Christmas.
  • Danny Vickers - Commended the principals for their high and positive morale. Merry Christmas!
  • Roger Nutt - Happy Holiday Season to everyone.
  • Lowanda Washington - Thanked the Vocational Staff for the meat/cheese tray and everyone for the gifts. Appreciates all the work everyone is doing for the district. Merry Christmas.
