MINUTES

MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
Administration Building - 7:00 P.M.

April 20, 2004

CALL TO ORDER
1. The meeting was called to order by President, Lowanda Washington, at 7:14 P.M.
2. Invocation was given by Roger Nutt.
3. Pledge of Allegiance to the American Flag and Texas Flag was led by Tamariah Manigo, a seventh grade student. Mrs. Garrison commended Tamariah on being a straight "A" student all year, participants in UIL and all athletic sports and has never received a pink slip.
4. Roll call: Ms. Lowanda Washington, Mr. Roger Nutt, Mrs. Byrleen Terry, Mr. Terry Douglas, Mr. David Lawson, Mr. Danny Vickers and Ms. Sonja Washington.
5. At this time participants in UIL Academic and UIL One Act Play were recognized. Mr. Bill Almond, High School Principal, commended the coaches Kathleen Strait and Pat Jones. The One Act Play received four awards. Ms. Strait introduced the actors in the One Act Play. Ms. Jones then introduced the participants and announced their place medals in editorial writing, headline writing, ready writing, and Social Studies essay writing.
6. Public comments/audience participation - None

Bill(s) to The Chicken Place -Motion by Mr. Roger Nutt, seconded by Mr. David Lawson, to approve the bills to The Chicken Place. Voting for: Mr. Roger Nutt, Mr. David Lawson, Mr. Terry Douglas, Ms.
Sonja Washington, Mrs. Byrleen Terry and Ms. Lowanda Washington. Mr. Danny Vickers abstained from voting. The motion passed.

Consent Agenda - Motion by Mr. Danny Vickers, seconded by Mrs. Byrleen Terry, to approve the consent
agenda as presented. The motion carried unanimously. Consent agenda items: minutes of the March 16 and March 23, 2004 regular meeting and special called meeting and monthly financial report.

Budget Amendments - Motion by Mr. Roger Nutt, seconded by Mrs. Byrleen Terry, to approve the budget
amendments as presented. The motion carried unanimously. (a copy of the amendments is attached to the minutes)

Accept Proposal for Auditors - Preston Singleton representing the audit firm of Freemon, Shapard & Story was present at the meeting. The board members asked questions about the firm and their audit process.
Motion by Mrs. Byrleen Terry, seconded by Ms. Sonja Washington, to accept the proposal from Freemon, Shapard & Story for the annual financial audit. The motion carried unanimously. Below are the estimated fees for the audit based on their time budget:
2004 fiscal year $11,000
2005 fiscal year $11,500
2006 fiscal year $12,000
2007 fiscal year $12,500

Accept Proposal to Demolish Old MS Gym & Other Bldgs. - Motion by Mr. Roger Nutt, seconded by Mr. Terry Douglas, to accept the proposal of $54,704.00 from Inland Environments to demolished the old middle school gym and cafeteria. The motion carried unanimously.

New Salary Schedule - Motion by Mrs. Byrleen Terry, seconded by Ms. Sonja Washington, to approve the salary schedule a presented for the custodial, maintenance, transportation and mechanic employees, effective with the new budget year, starting July 2004. The motion carried unanimously.

Architect & Contractor for Field House - Motion by Mr. David Lawson to accept Jamail Construction Company, member of the BuyBoard and Michael W. Marrs Architects, Inc. for construction of the field house. Following a discussion regarding the BuyBoard and publishing for competitive bidding Mr. Lawson withdrew his motion. Motion by Mrs. Byrleen Terry, seconded by Ms. Sonja Washington, to table this item. The motion carried unanimously. Superintendent Hopkins asked the board to get specific questions to her on information they want.

Adopt Local Policy DED - Motion by Mr. Roger Nutt, seconded by Mrs. Byrleen Terry, to adopt DED (local)
policy. The motion carried unanimously.

Join Coalition For Lobbying on School Finance - Motion by Mrs. Byrleen Terry, seconded by Ms. Sonja Washington, to authorize superintendent to join Central Texas Coalition for equitable school funding and expend no more than $4500 for the 16 month commitment. The motion carried unanimously.

Tax Resale #34,489-T - Motion by Mr. Roger Nutt, seconded by Mr. David Lawson, to accept bid of $200.00
from Darrell Logan for Lot 34, JB Oltorf Subdivision Ro. 1, South of Roosevelt Avenue and about 1 mile south of Courthouse as described in Volume 195, Page 315, Deed Records of Falls County, Texas. The motion carried unanimously.

Supt. Report - Mrs. Michelle Willhelm, Intervention Team Specialist, reported to the board that the
added personnel in 5th grade is paying off. Everything is going great - positive climate.

Superintendent Hopkins gave an update on finance.

Closed Session - The Board went into Closed Session at 8:46 P.M.

The Board came out of Closed Session and reconvened to Open Session at 9:24 P.M.

Parent Grievance - No action was taken on this agenda item.

Renewal of Contract Personnel for 2004-05 - Motion by Mrs. Byrleen Terry, seconded by Mr. Roger Nutt, to approve Shelley Salsiccia and Janice Muse for contract renewal for the 2004-05 school year. The motion carried unanimously.

Personnel Employment - No personnel was recommended so therefore no action was taken on this agenda item.

Personnel Resignations - Motion by Mr. Danny Vickers, seconded by Mr. Terry Douglas, to accept resignations from the following: Carolyn Ambler, Patricia Brown, Susan Kautzer and Brandolyn
Jones. The motion carried unanimously.

Board Comments:

Roger Nutt - Appreciated the good news from the elementary school. Wish
them the best on the test.
Danny Vickers - Dittoed Mr. Nutt's comments. Also the board wants a new
field house. Want Carolyn Ambler, Patricia Brown, and Susan
Kautzer to know that their resignations were accepted with
regrets.
Terry Douglas - No comment.
Sonja Washington - No comment.
Byrleen Terry - No comment.
David Lawson - No comment.
Lowanda Washington - Thanked everyone in the district for their hard work.

Adjourned - President Washington adjourned the meeting at 9:27 P.M.
