MINUTES

MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
Administration Building – 7:00 P.M.

December 16, 2003

CALL TO ORDER
The meeting was called to order by President, Lowanda Washington, at 7:00 P.M.
Invocation was given by Roger Nutt.
Pledge of Allegiance to the American Flag and Texas Flag was led by Chad Roberson, Jonathan Martinez, Gabby Silvas, Franesha Weatherspoon and Audreana Castillo, students in the Elementary Musical. President Washington thanked them for coming. Superintendent Hopkins commended the students and staff on the outstanding musical.
Roll Call: Ms. Lowanda Washington, Mr. Roger Nutt, Mrs. Byrleen Terry, Mr. David Lawson, Mr. Danny Vickers and Ms. Sonja Washington.
Absent: Mr. Terry Douglas
Public comment/audience participation: Mr. Lawrence Washington addressed the Board on down
playing teacher’s authority in eyes of students in band. During the week, the Flag Corp is told
they will perform, then at game time they are told they will not perform.

Mr. John Baker addressed the Board on tax delinquency. He stated that abandoned houses are a
health, safety and moral hazard. These properties need to be back on the tax role.
Superintendent Hopkins recognized Mr. Jim Cathy, VAC teacher, for volunteering his time to be
on the state board of Texas Association of Vocational Adjustment Coordinators (TAVAC). She read a letter from Richard Posner, TAVAC President, congratulating him.

Consent Agenda - Motion by Mr. Danny Vickers, seconded by Mr. David Lawson, to approve the consent
agenda as presented. The motion carried unanimously. Consent agenda items: minutes
of the November 18 (6:30 p.m.) and November 18 (7:00 p.m.) public hearing and regular
meeting and monthly financial report.

Publish Delinquent Tax Roles & Collection Method - Bobby Rich, Executive Assistant, and Beverly Kuntz, Area Manager, with Linebarger Hear Goggan Blair Graham Pena & Sampson reviewed with the board the
litigation process and collection results for a 24 month period. A handout was given to the board members containing the above mentioned information. Questions were asked by the Superintendent and Board members. Motion by Mr. Danny Vickers, seconded by Mr. David Lawson, to approve to publish delinquent tax roles and
accept the collection procedure of Linebarger Hear Goggan Blair Graham Pena &
Sampson Law Firm. The motion carried unanimously.

At this time the coaches arrived and Superintendent Hopkins asked President Washington if Item 18 could be moved to this time. Motion by Mr. Roger Nutt, seconded by Mr. David Lawson, to move Item 18 (Presentation to coaches) to Item 9. The motion carried unanimously.

Presentation To Coaches - Mr. Danny Vickers, Board member, expressed appreciation to Head Coach Jerry Malone and his coaching staff by reading a certificate of appreciation for their success. They were also presented a book entitled “King Football”.

Update 71 - Motion by Mr. Roger Nutt, seconded by Mr. Danny Vickers, to approve Update 71 with noted recommended changes and Policy BBC(Legal) leave as is. The motion carried unanimously.

Votes for MISD Representative(s) on Falls Ct. Appraisal Bd. of Dir. - Motion by Mrs. Byrleen Terry, seconded by Mr. Roger Nutt, to cast 457 votes for Rose Morin, 457 votes for David Lawson and 456 votes for Elmer Cohn to represent Marlin on the Falls County Appraisal Board of Directors. The motion carried unanimously. Marlin
ISD has a total of 1370 vote entitlement.

Tax Resale Deeds #34-541-T; #34-737-T; #34-259-T - Motion by Mr. Roger Nutt, seconded by Mr. David Lawson, to accept bid of $75.00 from Rosie Rogers for Lot 8, Block 1, Baughman Addition, in Falls County, Texas as
described in Volume 102 Page 499, Deed Records of Falls County, Texas, Suit #34-541-T; accept bid of $450.00 from Rosie Rogers for Lots 1-2, Block 4, D. R. Emerson Addition, City of Marlin, Falls County, Texas Suit #34,737-T; accept bid of $75.00 from Rosie Rogers for a lot 50 feet by 100 feet, out of the Emerson Post Oak Tract in the City of Marlin, Falls County, Texas as described in Volume 181, Page 628, Deed Records of Falls County, Texas, Suit #34,259-T. The motion carried unanimously.

Early Graduation Request - Motion by Mrs. Byrleen Terry, seconded by Mr. Danny Vickers, to approve request for
early graduation for Jared Schmid. The motion carried unanimously.

Solicit Proposals for Property, Inland Marine, Liability, Auto & Commercial General Liability Ins. - Motion by Mr. Roger Nutt, seconded by Mrs. Byrleen Terry, to publish proposals for Property, Inland Marine, Liability, Automobile and Commercial General Liability Insurance. The motion carried unanimously.

Solicit Proposals Errors and Omissions Ins. - Motion by Mrs. Byrleen Terry, seconded by Mr. David Lawson, to publish proposals for Errors and Omissions Insurance. The motion carried unanimously.

Date for Surplus Sale - Motion by Mrs. Byrleen Terry, seconded by Mr. Danny Vickers, to approve the surplus
sale for January 10, 2004 from 9 am to 2 pm. The motion carried unanimously.

Payroll Procedures - Motion by Mr. Danny Vickers, seconded by Mr. Roger Nutt, to change payroll effective date for hourly employees from July 25, 2004 to January 25, 2004. The motion carried unanimously.

Solicit Proposals for Football Turf and Re-grade Football Field- Motion by Mr. Roger Nutt, seconded by Mr. David Lawson, to publish proposals for football turf and re-grade the football field. The motion carried unanimously.

Supt. Report - Superintendent Hopkins reported the following to the Board: 1) Self report; 2) Return
evaluation report on January 2, 2004. She thanked the Board for their support and also thanked Mrs. Garrison and Mr. Bohannon for their help.


Closed Session - The Board went into Closed Session at 8:06 P.M. The Board came out of Closed Session and reconvened to Open Session at 8:27 P.M.

Personnel Employment - Motion by Mrs. Byrleen Terry, seconded by Mr. Roger Nutt, to employ the following for
the 2003-04 school year: Catherine Carlson-keyboarding; Mitzi Key-5th grade teacher; Sara Mechell-5th grade teacher; Melissa Greenhill-4th grade teacher; Jodi Fannin-Sp. Ed. teacher. The motion carried unanimously.

Personnel Resignation - Motion by Mr. Danny Vickers, seconded by Mr. Roger Nutt, to accept the resignation
from Mandi Robison. The motion carried unanimously.

Board Comments:

Roger Nutt - Appreciation to Jim Cathey and Go Bulldogs!!
Danny Vickers - Merry Christmas and Go Bulldogs!!
Sonja Washington - Wished the Bulldogs a Victory and Merry Christmas.
Byrleen Terry - Enjoyed seeing all the coaches together. Wished all a Wonderful Holiday and think of those that just have Christmas Day off.
David Lawson - Been watching football boys develop during the year. Impressed with the boy’s discipline. Commended thecoaches.
Lowanda Washington - Congratulations to the Bulldogs! Merry Christmas.

Adjourned - President Washington adjourned the meeting at 8:30 p.m.
