MINUTES

MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
Marlin Middle School Cafeteria – 6:00

September 20, 2005

CALL TO ORDER
The meeting was called to order by President, Lowanda Washington, at 6:00 p.m.
Invocation was given by Roger Nutt.
Pledge of Allegiance to the American Flag and Texas Flag was led by several children.
Roll call: Ms. Lowanda Washington, Mr. Roger Nutt, Mr. Terry Douglas, Mr. David Lawson, Mr. Danny Vickers and Ms. Sonja Washington. Absent: Mr. Gary Gray
Public comments/audience participation: Ms. Alice Mayberry had a concerns about TAKS test,
Students passing and no response to her calls from the Elementary School Principal.

Status report On Archer County Land by Chick Hayes - Mr. Hayes was not present.

Consent Agenda - Motion by Mr. Danny Vickers, seconded by Ms. Sonja Washington, to approve the consent agenda as presented. The motion carried unanimously. Consent agenda items: minutes of the August 16, 2005 Regular Meeting; August 30, 2005 Special CalledMeeting; and September 13, 2005 Special Called Meeting and monthly financial report.

Budget Amendment(s) - Motion by Mr. Roger Nutt, seconded by Mr. Terry Douglas to approve budget amendments as presented. The motion carried unanimously.

Adopt proposed tax rate for the 2005-06 school year- Motion by Mr. Roger Nutt, seconded by Ms. Sonja Washington, Be it ordained and ordered by the School Board of the Marlin Independent School District, that we, the School Board of Marlin ISD, do hereby levy or adopt the tax rate on $100 valuationfor this school for the tax year 2005 as follows: $1.4076 for the purpose of maintenance and operation; $0.0708 for the payment of principal and interest on debt of this school district; making the total 2005 tax rate $1.4784. The motion passed unanimously.

Approve agreement between Marlin ISD & Alamo Heights ISD for WADA sale - Motion by Mr. Danny Vickers, seconded by Mr. Terry Douglas, to approve the Agreement for the Education of Nonresident Students between Marlin Independent School District and Alamo Heights Independent School District for the 2005-06
school year. The motion carried unanimously.

Consider accepting proposal for Unemployment Compensation Insurance - Motion by Mr. Danny Vickers, seconded by Ms. Sonja Washington, to accept proposal from Texas Public Unemployment Compensation Program and the annual contributionwould be approximately $4,490. The motion carried unanimously.


Renew Membership with BuyBoard - Motion made by Mr. David Lawson, seconded by Mr. Terry Douglas, to approve membership renewal of Interlocal Agreement with the TASB Buy Board and pay the $200 fee.


Coop Loan at First State Bank Central Texas five buses and designate signees of the loan - Motion by Mr. Danny Vickers, seconded by Mr. Roger Nutt, to approve the loanfrom First State Bank Central Texas to purchase buses (with the verification of the legality to receive the loan from the district’s depository) and designate signees
Dale Bohannon, Asst. Supt. Business and Operations and Kimberley Margoitta Business Manager. The motion carried unanimously.

Variance Application (waiver) for handicap accessibility at Legion field - Motion by Mr. Danny Vickers, seconded by Ms. Sonja Washington to approve the Variance Application (waiver) be sent to Texas Department of Licensing and Regulation. The motion carried unanimously.

Resolution Regarding Extra-Curricular Status of 4-H Organization - Motion by Mr. David Lawson, seconded by Mr. Terry Douglas to approve Resolution that Falls County Texas 4-H Organization is approved for recognition and eligible for extracurricular status consideration under 19 Texas Administrative Code, Chapter76.1, pertaining to extracurricular activities. The motion carried unanimously.

Falls County Extension staff as adjunct instructors & Adjunct Faculty Agreement for 2005-06 - Motion by Mr. David Lawson, seconded by Sonja Washington to approve Pate Adams and Steven Swaner as adjunct instructors and the Adjunct Faculty Agreement for the2005-06 school year. The motion carried unanimously.

PDAS Certification Appraisers for 2005-06 - Motion by Mr. Roger Nutt, seconded by Ms. Sonja Washington to approve the list of PDAS certified appraisers for Marlin ISD for the 2005-06 school year as presented except Ruth Meggs (eligibility). The motion carried unanimously.

Nominee for Falls County Appraisal District Board of Directors - Motion by Mr. Danny Vickers, seconded by Ms. Sonja Washington, to nominateDavid Lawson and Elmer Cohn to serve on the Falls County Appraisal District
Board of Directors. Voting in favor: Mr. Danny Vickers, Ms. Sonja Washington, Mr. Roger Nutt, Mr. Terry Douglas, and Ms. Lowanda Washington. Abstained: Mr. David Lawson. Motion passed.

Consortium Math grant - Motion by Mr. Terry Douglas, seconded by Ms. Sonja Washington, approval for the
district to participate in the grant and consortium for math improvement. The motion carried unanimously.

Closed Session - At 7:05 p.m. President Washington announced the Board will go into Closed Session
under Section 551.074.

The Board came out of Closed Session and reconvened to Open Session at 8:20 p.m.

Personnel Employment For 2005-06 - Motion by Mr. Danny Vickers, seconded by Mr. David Lawson to accept the
recommendation to employ Rebekah Blaski, Middle School Language Arts and HighSchool English teacher for the 2005-06 school year. The motion carried unanimously.
