MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
Marlin ISD Boardroom 6:00 p.m.

February 2, 2006

CALL TO ORDER
The meeting was called to order by President, Lowanda Washington at 6:05 p.m.
Roll Call: Roger Nutt, Danny Vickers, Lowanda Washington, David Lawson and Gary Gray. Sonja Washington and Terry Douglas were absent.
Southwest Securities represented by Brian Grubbs presented to the board a Preliminary Financial Analysis. His presentation included:
Bond Market Update
Summary of State Funding including information and statistics on Instructional Facilities Allotment, Rules on Administration of Program, School Facilities Allotment, Subject to Appropriation, Eligible Financings/Calculations, and Summary of the Existing Debt Allotment
Preliminary Bond Program Analysis
Preliminary Maintenance Tax Note Analysis including Use of Funds, voting requirements, Scenarios, Summary of Parameters, and Summary Analysis
Preliminary Bond Election Timetable
Mr.Grubbs addressed questions from board members. Trustees were presented a summary of project costs from Mr. Dale Bohannon and Mr. Donald Childs for improvements at high school. Projects listed were parking lot improvement, intercom system, roof top air conditioning, gym units and replacement of auditorium curtains. The board requested current bids to purchase curtains for the auditorium. Funding for the curtains would come from the current budget or the fund balance. This purchase would not be funded through IFA/EDA or Maintenance Tax Note. Trustees requested that Mr. Bohannon and Mr. Childs prioritize the projects with current cost figures. They also requested that Business Manager, Kim Margoitta prepare reports on available fund balances and comparison of state aid for Maintenance Tax Note/IFA and EDA. Updated project costs and financial reports would be presented to the board at a workshop scheduled for February 16, 2006, 6:00 p.m. in the Marlin ISD Boardroom.
