Call to Order:
President, Lowanda Washington called the meeting
to order at 6:01 p.m.
Moment of Silence was observed.
Marlin Elementary School students led pledges to the American Flag and the Texas Flag. Students participating included: Moriah Moore, Roosevelt Moore, Deterrian Jones, Detaija Jones, Edward Timms and Shuncy Timms.
Roll Call: Mr. Roger Nutt, Mr. Danny Vickers, Mr. Terry Douglas, Ms. Lowanda Washington, Mr. David Lawson and Mr. Steve Johnson. Ms. Sonja Washington arrived at 6:07 p.m.
Public Comments/ Audience Participation - None
Bill(s) from The Chicken Place - Motion made by Roger Nutt, seconded by David Lawson to approve payment of bill(s) to The Chicken Place. Voting in favor of payment were: Roger Nutt, Terry Douglas, Lowanda Washington, David Lawson and Steve Johnson. Danny Vickers abstained from voting. The motion carried.
Discussion Item - Randall Holly, Marlin City Manager discussed a program funded by the state with the cooperation of TxDOT for the construction of sidewalks in the city. The Safe Routes to School Plan will require the identification of routes students take to school each day by Marlin ISD teachers and staff. A map was given to the Board highlighting the streets where the sidewalk project would begin when the funding becomes available. Mr. Holly stated, " For the project to be successful, data for the plan would require feedback from teachers and staff, support from the campus PTO's, parent/student surveys, elected officials and law enforcement."
Discussion Item - Pam Kelly representing Marlin
Main Street spoke to the Board on behalf of Carl W. Evans, CEO of Texas Pneumatic
Tools, Inc. Mr. Evans has become involved in a project to clean up Leanna Park
and the surrounding area. Mr. Evans and the governing body of the Park Association
envision a first class baseball facility that could eventually be a tourist
attraction for the City of Marlin. Land around the park will need to be cleaned
up for parking and for aesthetics. A map displayed by Pam Kelly indicated that
Marlin ISD owns lot(s) in the area as a result of unpaid taxes. Ms. Kelly asked,
"If the District did in fact own some of the property, would the Board
be interested in selling the land to the Park Association
in order to complete the Leanna Park project?" Mr. Matthews, Superintendent
informed her the District would check with the county to verify the correct
owners of the property. If Marlin ISD owns the property and the Board approves
the sale, he would then contact the attorney for advice on the legal procedure
for selling the land to the Park Association.
Consent Agenda - Motion made by Danny Vickers, seconded by David Lawson to approve
Consent Agenda as presented. Consent Agenda Items: Minutes of the Regular Board
Meeting held February 20, 2007 at 6:00 p.m. and monthly financial statement.
Motion carried unanimously.
Budget Amendment - Motion made by Sonja Washington,
seconded by Steve Johnson to approve budget amendment to cover salary for additional
computer technician. The motion carried unanimously.
Audit Engagement Preston Singleton,CPA, P.C. - Motion made by Steve Johnson, seconded by Roger Nutt to approve fiscal year audit engagement with Preston Singleton, CPA, P.C. Motion carried unanimously.
Interquest Detection Canines of Waco - Motion made by Roger Nutt, seconded by Terry Douglas to approve proposed service agreement with Interquest Canines of Waco for the 2007-08 school year. Motion carried unanimously
Personnel Matters - President, Lowanda Washington
announced the Board would go into closed session at 6:45 p.m. to discuss personnel
matters
under Texas Govt. Code 551.146. The Board reconvened into open session at 8:35
p.m.
