MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
Marlin Middle School Cafeteria 6:00 p.m.
November 14, 2006
CALL TO ORDER
1. President, Lowanda Washington called the meeting to order at 6:30 p.m.
2. Roger Nutt gave the invocation.
3. Pledge of Allegiance to the American Flag and the Texas Flag was led by the
Marlin High School FFA Officers, Clint Hegefeld and Zack Claybaker. Agriculture
Teacher, Richard Towns introduced the officers.
4. Roll Call: Mr. Roger Nutt, Mr. Terry Douglas, Ms. Sonja Washington and Ms.
Lowanda Washington. Mr. Steve Johnson, Mr. David Lawson and Mr. Danny Vickers
were absent.
Preparedness Month Story Contest Winners - Marlin
Elementary School fifth grade students, Shynise Brown and Miranda Hefelfinger
read their first and second place stories they entered in the Preparedness Month
Fiction Story Contest.
Workers' Compensation Solutions Award - Mr. Matthews,
Superintendent informed the Board that Marlin ISD had received a 2006 Safety
Excellence Award plaque from Workers' Compensation Solutions. This award was
in recognition of the Workers' Compensation saving in excess of $220,000.00.
Public Comments/ Audience Participation

Curriculum Audit Report - Dr. Don Hancock, Educational
Consultant presented the results of the
Curriculum Audit Report to the Board. Dr. Hancock gave an introduction and presented
the Objectives of the Curriculum Audit. He informed the Board of strengths,
and concerns for Marlin Elementary School, Marlin Middle School, and Marlin
High School. He gave suggestions for improvement for each of these campuses.
Dr. Hancock also informed the Board of strengths and concerns of the district.
He prioritized strategic planning topics and gave suggestions for district improvement.
Consent Agenda - Motion made by Roger Nutt, seconded by Sonja Washington to approve the Consent Agenda as presented. Consent Agenda items: Minutes of Public Hearing on Schools FIRST, October 17, 2006 at 5:30 p.m., Minutes of Regular Board Meeting, October 17, 2006 at 6:00 p.m., Minutes of Workshop, October 17, 2006 at 6:30 p.m., Minutes of Workshop, November 7, 2006 at 5:30 p.m. and monthly financial report. The motion carried unanimously.
Budget Amendment - Motion made by Terry Douglas, seconded by Roger Nutt to approve the budget amendment as presented. The motion carried unanimously.
Safe School Project, Criminal Background Check
Program - Motion made by Terry Douglas, seconded by Roger Nutt to approve the
Safe School Project, Criminal Background Check Program for Marlin ISD at a yearly
rate of $2,400.00. The motion carried unanimously.
Publish bids For sale of Former BAC Building - Motion made by Roger Nutt, seconded by Sonja Washington to approve to publish in the local media for the sale of the former BAC Building and acreage located on Green Street. It was noted that bids for the purchase of this building and acreage would begin at $40,000.00. The motion carried unanimously.
Bids for Air Conditioner Replacement Disconnect - A bid from Warlick Electric
Company for the air conditioner replacement disconnect at Marlin High School
was discussed. Total cost for this bid
was $20,500.00. The Board was also presented a second bid from Brown Radio and
T. V., Inc for $10,923.02. After discussion of the bids, a motion was made by
Roger Nutt, seconded by Terry Douglas to give authority to Mr. Ray Matthews,
Superintendent to contact Brown Radio and T. V., Inc. and see if they are bonded
and if they would be able to meet the air conditioner replacement disconnect
timeline. If so, the bid would be awarded to Brown Radio and T.V., Inc. If not,
the bid would go to Warlick Electric Company. The motion carried unanimously.
Discussion Item:
Report on Highly Qualified Teachers. Mr. Ray Matthews,
Superintendent discussed a report on the district's Highly Qualified Teachers.
It was noted there was only one teacher not qualified at the high school campus
last year. The individual replaced a classroom teacher who died during the school
year. Currently, there is one teacher not qualified at Marlin Middle School.
This is due to a shortage of qualified Science teachers.
The district continues to search for a qualified replacement.
Consolidate Polling Locations for May 12, 2007
School Board Election - Mr. Ray Matthews, Superintendent requested the Board
consider consolidating polling locations for the May 12, 2007 school board election.
A new state law effective January 1, 2006 requires each polling place must have
one voting machine at each location. Due to the cost of each machine and the
cost to train individuals to operate the voting machine, it was noted consolidating
polling locations would be a financial benefit to the district. The downside
of consolidation was discussed. The Board was asked to look over handout information
concerning the election.
Closed Session - At 7:20 p.m., President, Lowanda Washington announced the Board would go into Closed Session under Texas Gov't Code 551.146.
Reconvene - The Board reconvened at 7:45 p.m. into open session to consider action resulting from the closed session discussion.
Superintendent's Appraisal, Goals, Directives,
Contract, Compensations, etc. - No action taken at this time.
Board Comments:
Roger Nutt - Commended the Administration on favorable
comments from Curriculum Audit Team and wished
the Bulldogs, "Good Luck"
Terry Douglas - None
Sonja Washington - Apologized for her tardiness at the meeting
Lowanda Washington - Encouraged all employees to keep up the good work and wished a Happy Thanksgiving to everyone.
Adjourned - President, Lowanda Washington adjourned the meeting at 7:46 p.m.
