MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
Marlin Middle School Cafeteria 6:00 p.m.

September 19, 2006

CALL TO ORDER
1. President, Lowanda Washington called to meeting to order at 6:15 p.m.
2. Invocation was given by Roger Nutt.
3. Pledge of Allegiance to the American Flag and the Texas Flag was led by Marlin Elementary School students. Students leading the pledge were: Rico Elfrez, Mickey Elfrez, Bryce Ogle, Audrey Ogle, Allison Sharp, Angel Sharp, and Bertha Palma.
4. Roll Call: Mr. Roger Nutt, Mr. Danny Vickers, Mr. Terry Douglas, Ms. Sonja Washington, Ms. Lowanda Washington, Mr. David Lawson and Mr. Steve Johnson.
5. Public comments/audience participation: Mr. Ray Matthews, Superintendent read a letter from MCC complimenting the math teachers at Marlin High School for their role in teaching the MHS students who are currently taking College Algebra by means of telecommunication.

Bill(s) from The Chicken Place - Motion made by David Lawson, seconded by Sonja Washington to approve
payment of bill(s) from The Chicken Place. Voting for: Roger Nutt, Terry Douglas, Sonja Washington, Lowanda Washington, David Lawson and Steve Johnson. Danny Vickers abstained from voting. The motion carried.

Consent Agenda - Motion made by Roger Nutt, seconded by Sonja Washington to approve the consent agenda as presented. The motion carried unanimously. Consent Agenda items: Minutes of August 15, 2006 Regular Board Meeting, Minutes of September 5, 2006 Public Meeting for Marlin ISD Budget and Proposed Tax
Rate, Minutes of September 5, 2006 Special Called Meeting and financial report.

Budget Amendment - Motion made by Danny Vickers, seconded by Roger Nutt to accept budget amendment as presented. The motion carried unanimously.

Approve 2005-06 Audit - Motion made by Danny Vickers, seconded by Sonja Washington to approve the 2005-06 Audit as presented. The motion carried unanimously.

Policy Update 78 - Motion made by Roger Nutt, "I move that the Board add, revise, or delete (LOCAL) policies as recommended by TASB Policy Service and according to the Instruction Sheet for TASB Localized Policy Manual Update 78." Motion seconded by Terry Douglas. Motion carried unanimously.

Interquest Detection Canines - Motion made by Roger Nutt, seconded by Terry Douglas to approve agreement
by and between Interquest Detection Canines of Waco, Texas and Marlin ISD for one year. Motion carried unanimously.

Marlin ISD Facility & Grounds Guidelines - Motion made by Danny Vickers, seconded by David Lawson to approve increase in Marlin ISD Facility and Grounds Guidelines rental fees as presented. Motion
was seconded by David Lawson. The motion carried unanimously.

Texas Educator Excellence Grant - Motion was made by Sonja Washington to approve the Texas Educator
Excellence Grant for Marlin High School. Motion was seconded by Roger Nutt. The motion carried unanimously.

Roofing Project For MHS & MISD Admin. Bldg. - Motion made by Danny Vickers, seconded by Roger Nutt to accept proposal from Parsons Roofing to replace roof at Marlin High School and MISD Administration Building at a cost of $449,431.85. The motion carried unanimously.

Closed Session - At 6:50 p.m. President, Lowanda Washington announced the Board would
go into Closed Session under (Texas Gov't Code 551.146).

Reconvene - The Board reconvened at 8:00 p.m. into Open Session to consider action resulting from the closed session discussion.

Superintendent's Appraisal, Goals, Directives, Contract, Compensation, etc. - No action taken at this time.

Consultation with Attorney Regarding Litigation - No action taken at this time.

Roger Nutt - Thanked the Business Office and Business Manager on the results of the 2005-06 Audit.
