MEETING OF THE BOARD OF TRUSTEES
March 24, 2009
Roll Call - Roger Nutt, Danny Vickers, Tania Baker, Sonja Washington, Lowanda Sias and David Lawson. Trustee, Steve Johnson was not present. A quorum was established for the meeting.
Public Comments and Audience Participation - None
Discussion Items - Charles Carter, Campus Intervention Team external Member representing the elementary campus provided the trustees a report of the intervention strategies currently being implemented at Marlin Elementary. Questions, concerns, and the prospects for success were addressed by the trustees. Mr. Carter, Mr. Hurst and Mr. Wood each spoke on current strategies and the implementation of numerous tutoring opportunities, as well as testing tools used to monitor student progress in all grade levels and subjects. Gaps in individual student skills have been identified and are being addressed to ensure student academic success. Mr. Carter indicated growth would be a process that would take place in time. He commended the administrators and staff at the campus for the progress that has been noted this school year.
Kim Margoitta, Business Manager discussed with the trustees options to close the Project Account of the Public Facility Corporation Lease Revenue Bonds, Series 1998. The District has been given three options for expending the excess funds. (1) A partial mandatory redemption under Section 6.02 (b0 and (c) of the trust agreement, (20 an optional redemption of a portion of the outstanding bonds; or (30 construction additional improvements to the project as defined in the lease agreement. Following questions and comments from the trustees to Ms. Margoitta, it was suggested that the funds be considered at this time to improve the current drainage problems at the elementary campus.
Consent Agenda - Motion made by Roger Nutt, seconded by David Lawson to approve minutes of the February 5, 2009 Special Called Meeting at 4:00 p.m., Minutes of the Regular Meeting held February 17, 2009 at 6:00 p.m. and Monthly Financial Report. Motion carried unanimously.
Audit Engagement Proposal for 2008-2009 - Motion made by Sonja Washington, seconded by David Lawson to approve audit engagement proposal for the 2008-2009 fiscal year with Kirk & Richardson, P.C., Certified Public Accountants, Ft. Worth, Texas. Motion carried unanimously.
Personnel Matters - Board President, Lowanda Sias announced at 7:05 p.m. that the Board would go into closed session under Texas Government Code 551.146 (a) to discuss personnel matters. The Board reconvened into open session at 7:46 p.m.
Superintendent's Appraisal, Goals, Directives, Contract, Compensation, etc. - No action taken.
Renewal of Term Contract Personnel for 2009-2010 - Motion made by Roger Nutt, seconded by Sonja Washington to renew term contracts for 2009-2010 for the following: Motion carried unanimously.
