Meeting of the Board of Trustees

Marlin Independent School District

Marlin Middle School Cafeteria  6:00 p.m.

January 19, 2010

Call to Order  - Board President, Lowanda Sias called the meeting to order at 6:02 p.m.

Moment of silence was observed

Pledges to the American Flag and the Texas Flag  were led by students representing the Marlin Middle  School Student Council.

Roll Call - Roger Nutt, Lisa Silvas, Tania Baker, Sonja Washington, Lowanda Sias, David Lawson and Steve Johnson. A quorum was established for the meeting.

Public Comments/Audience Participation - None

Administer Oath of  Office to Appointed  At-Large Trustee - Anita Grote, Notary Public administered the Oath of Office to Lisa Silvas appointed to fill the At-Large Unexpired Term of  Danny Vickers.

School Board Recognition - Ray Matthews, Superintendent acknowledged the trustees by reading a proclamation from Governor Rick Perry in observance of School Board Recognition Month. He thanked the trustees for their dedication and hard work freely given to the students, faculty, and staff of Marlin I.S.D. Cards and gifts were presented to the trustees from all three campuses. Mr. Matthews also announced the years of service of each trustee.

U.I.L. Recognition - Kathy Sartor introduced Gisselle Benitez and Daniel Amador both U.I.L. participants from Marlin Elementary School. They were recognized for placing in Spelling, Number Sense, Maps, Graphs, and Charts at the recent U.I.L. contest. Each student read a summary of how their participation in the events had influenced their academic achievements and personal life.

Consent Agenda - Motion made by Steve Johnson, seconded by Sonja Washington to approve the Minutes of the Public Hearing on the Academic Excellence Indicator System Report held December 15, 2009 at 6:00 p.m., Minutes of the Regular Board Meeting held December 15, 2009 at 6:15 p.m. and Monthly Financial Report. Motion carried unanimously.

Issuance of Refunding Bonds, Series 2010 - Motion made by David Lawson, seconded by Steve Johnson to approve an Order Authorizing the Issuance of Refunding Bonds, Series 2010 which establishes the parameters of refunding and delegates authority to the Administration to execute documents related to the sale of bonds and take all necessary action thereof. Motion carried unanimously.

Sale of FEC Surplus Trailer - Motion made by Roger Nutt, seconded by Tania Baker to approve the sale of Falls Education Cooperative surplus trailer to Phillips Plant Farm in the amount of $75.00. Motion carried unanimously.

Personnel Matters - Board President, Lowanda Sias announced at 6:28 p.m. that the board would go into closed session under Texas Government Code 551.146. The board reconvened into open session at 8:06 p.m.

Superintendents Appraisal, Goals, Directives, Contract -  No action taken

Recommendation Of Employment For 2009-2010 - Motion made by Roger Nutt, seconded by Steve Johnson to employ the following for the 2009-2010 school year:

                                                Celestine Perez             Science/Marlin High School

                                                Jesus Rubio                  Spanish/Marlin High School

Motion carried unanimously.

Resignation - The board recognized the following resignation as received and accepted by Ray Matthews, Superintendent.

                                                 Cynthia Ariza                Spanish/Marlin High School

Adjournment - Board President, Lowanda Sias adjourned the meeting at 8:07 p.m.
