MEETING OF THE BOARD OF TRUSTEES

April 19, 2011

Call to Order - Board President, Lowanda Sias called the meeting to order at 6:02 p.m. A moment of silence was observed by all in attendance. Pledges to the American Flag and the Texas Flag were led by Obadiah Manigo representing the Marlin Middle School

Roll Call - Roger Nutt, Lisa Silvas, Tania Baker, Sonja Washington, Lowanda Sias, David Kenny and Steve Johnson. A quorum was established for the meeting.

Public Comments/Audience Participation - Board President, Lowanda Sias called for public comments from audience members. Ten individuals spoke during audience participation. Topics included school climate/environment at the elementary campus, money from the Texas Lotto, community and school relations, non-renewal of teacher and administrator contracts, data reports for the elementary campus, and continuation of the Reading Therapy Dog Program at the elementary campus

Bill(s) to Williams Feed - Motion made by Steve Johnson, seconded by Tania Baker to pay bill(s) to Williams Feed as presented. Voting for the motion were Lisa Silvas, Tania Baker, Sonja Washington, Lowanda Sias, David Kenny and Steve Johnson. Roger Nutt abstained from voting. Motion carried.

Bill(s) to Model Cleaners - Motion made by Roger Nutt, seconded by Steve Johnson to pay bill(s) to Model Cleaners as presented. Voting for the motion were Roger Nutt, Lisa Silvas, Tania Baker, Sonja Washington, Lowanda Washington and Steve Johnson. David Kenny abstained from voting. Motion carried.

Discussion Item:

Budget Update - Kim Margoitta, Business Manager presented the Board with a 2011-2012 Budget Update as of 04-19-11. Information on the form included a comparison of the 2010-2011 Budget revenue with the anticipated 2011-2012 revenue showing only the Local and State funds and the loss of SFSF revenue for 2011-2012. Expenses for both years were indicated on the form for comparison, as well as the adjusted figures. State allocations for the District are still to be determined. A preliminary budget timeline was presented to the Board indicating budget meetings and budget workshop dates.

Consent Agenda - Motion made by Sonja Washington, seconded by Lisa Silvas to approve the Minutes of the Special Called Meeting held March 7, 2011 at 6:00 p.m., Minutes of the Special Called Meeting held March 8, 2011 at 6:00 p.m., Minutes of the Special Called Meeting held March 10, 2011 at 6:00 p.m., Minutes of the Special Called Meeting held March 21, 2011 at 6:00 p.m. Notice of Drawing for Place on the Ballot held March 22, 2011 at 5:45 p.m., Minutes of Regular Meeting held March 22, 2011 at 6:00 p.m., Minutes of Special Called Meeting held March 28, 2011 at 6:00 p.m., Minutes of Special Called Meeting held March 29, 2011 at 6:00 p.m., Minutes of Special Called Meeting held March 31, 2011 held at 6:00 p.m. and Monthly Financial Report. Motion carried unanimously.

Budget Amendment - Motion made by David Kenny, seconded by Steve Johnson to approve the budget amendment to appropriate funds for additional salary in function 13, additional cost for the appraisal district fee in function 99 and correct function appropriations for TEA conservators. Motion carried unanimously

Certification of Unopposed Candidate for May 14, 2011 Trustee Election - Motion made by Roger Nutt, seconded by Lisa Silvas to approve Certification of Unopposed Candidate (Single Member District �A�) Sonja Washington for the May 14, 2011 trustee election. Motion carried unanimously.

Election Equipment Lease Agreement By and Between Marlin ISD and Falls County - Motion made by Steve Johnson, seconded by Tania Baker to approve Election Equipment Lease Agreement by and between Marlin I.S.D. and Falls County for May 14, 2011 trustee election. Motion carried unanimously.

Position and Job Description for Director of Curriculum and Instruction - Motion made by Sonja Washington, seconded by Steve Johnson to approve the position and job description of Director of Curriculum and Instruction for the District. Motion carried unanimously.

2-Way Intercom System or Phone System for Marlin High School - Action on the agenda item was tabled until the meeting in May.

Application for Expedited State Waiver for District - Motion made by Steve Johnson, seconded by Sonja Washington to approve the Application for Expedited State Waiver for Marlin. I.S.D. Motion carried unanimously.

Personnel Matters - Board President, Lowanda Sias announced at 6:43 p.m. that the Board would go into closed session under Texas Government Code 551.146(a). The Board reconvened into open session at 7:35 p.m.

Superintendent�s Appraisal, Goals, Directives, Contract, Compensation, etc.- No action taken on this agenda item.

Postpone the Current Superintendent Search until Date is established by the Board and TASB Executive Search Service - Motion made by David Kenny, seconded by Steve Johnson to postpone the current Superintendent search until a date in December, 2011 is established by the Board and TASB Executive Search Service. Motion carried unanimously.

Recommendation for Employment of Personnel for 2011- 2012 School Year - Motion made by Roger Nutt, seconded by Steve Johnson to approve employment contracts for the 2011-2012 school year to the following: Irene Frazier, Spanish/MHS and Rick Abraham, Sp. Ed. Inclusion Teacher/Coach/MHS. Motion carried unanimously.

Resignations - The Board recognized resignations as received and accepted by Marsha Ridlehuber, Interim Superintendent for the following:

Adjournment - Board President, Lowanda Sias adjourned the meeting at 7:38 p.m.
