MEETING OF THE BOARD OF TRUSTEES

January 18, 2011 6:00 p.m.
Call to Order - Board President, Lowanda Sias called the meeting to order at 6:00 p.m. A moment of silence was observed by all in attendance. Pledges to the American Flag and the Texas Flag were led by MMS students Jarice Stricklin and Paul Humphrey.
Roll Call - Roger Nutt, Lisa Silvas, Tania Baker, Sonja Washington, Lowanda Sias and Steve Johnson. A quorum was established for the meeting.
Public Comments, Audience Participation - None
Former Trustee Recognition and Presentations - No action taken
School Board Recognition - In observance of School Board Recognition, Bobbie Milton, Marlin High School English teacher read a proclamation to those present recognizing the dedication and hard work of the board members. She acknowledged the dedication of the board in continuing to mold an education system that meets the needs of both today�s and tomorrow�s children. She urged all citizens to join her in this recognition. Following the reading of the proclamation, Marlin Middle School students Harmony Carroll and Shuncy Timms acknowledged each board member and recognized their years of service by presenting them with certificates. The trustees were presented gifts from individual campuses. Books were dedicated to the MMS Library in their honor.
Discussion Item - Dr. Eli Casey, Superintendent provided each board member with a list of district projects with estimated costs that he felt the board should prioritize as future capital projects. He noted the possible state funding loss and the impact this loss will have on future projects. He cautioned the board about spending and placed an asterisk beside projects he thought should be considered most important.
Consent Agenda - Motion made by Steve Johnson, seconded by Tania Baker to approve the Minutes of the Regular Meeting held December 16, 2010 at 6:00 p.m. and the Monthly Financial Report. Motion carried unanimously.
MOU Between Dept. of State Health Services Region #7 and Marlin Independent School District - Motion made by Sonja Washington, seconded by Lisa Silvas to approve agreement between Department of State Health Region 7 and the Marlin Independent School District to use the Marlin Middle School as the site for mass immunizations in the event of a public health emergency. Motion carried unanimously.
Renewal of Property Casualty Insurance Coverage - Motion made by Steve Johnson, seconded by Roger Nutt to approve a three year renewal agreement between Property Casualty Alliance of Texas (PCAT) and the Marlin Independent School District. The participation period will begin in 2011-2012 and continue through 2013-2014. Motion carried unanimously.
Personnel Matters - Board President, Lowanda Sias announced at 6:29 p.m. that the board would go into closed session under Texas Government Code 551.146. The board reconvened into open session at 8:18 p.m.
Superintendent�s Appraisal, Goals, Directives, Contract, Compensation, etc. - No action taken
Appointment of Board Trustee for Un-Expired At-Large Position - Motion made by Roger Nutt, seconded by Steve Johnson to appoint David Kenny, as trustee for the unexpired At-Large position previously held by David Lawson. Motion carried unanimously.
Employment of Personnel - No action taken

Adjournment - Board President, Lowanda Sias adjourned the meeting at 8:20 p.m.
