Regular School Board Meeting - October 20, 1998

Call To Order - All Board members present with the exception of Ms. Lowanda Washington.

Discussion Item - Plan of Finance and Bond Sale: Doug Whitt with Southwest Securities, congratulated the Board and community on the result of the Bond Election. He then presented each Board member a handout regarding the Finance and Bond Sale schedule. Mr. Whitt briefed the Board on the Preliminary Schedule of Events and Preliminary Debt Service Analysis.

Discussion Item - E.S. Plans: Charles Voelter, architect with The Voelter Group, presented a set of plans for the total completion of the elementary school. He reported that bids are due November 3rd. Mr. Voelter then answered questions asked by the Board members.

Consent Agenda: Motion by Ms. Rose Sedillo, seconded by Mr. Arthur Douglas, to approve the Consent Agenda. Voting for the motion: Ms. Rose Sedilo, Mr. Arthur Douglas, Mrs. Billie Jones, Ms. Elaine Truett, Mr. Keith Alston. Mr. Carman Dingrando abstained from voting. The motion passed. Consent Agenda items: agenda, minutes of September 15 and October 6, 1998 meetings, bills from City Auto Parts and bills.

Budget Amendment: Motion by Mr. Arthur Douglas, seconded by Ms. Elaine Truett, to approve the Budget Amendments as presented. The motion carried unanimously.

Agreement - New Middle School: Motion by Mr. Arthur Douglas, seconded by Ms. Rose Sedillo, to approve the agreement as presented regarding the new Middle School facility between owner, Marlin ISD, and architect, The Voelter Group. Voting for: Mr. Arthur Douglas, Ms. Rose Sedillo, Mrs. Billie Jones, Ms. Elaine Truett and Mr. Keith Alston. Mr. Carman Dingrando abstained from voting. The motion passed.

Appraisal Period for Administrators and Directors: Motion by Ms. Elaine Truett, seconded by Mrs. Billie Jones, to approve the appraisal period for administrators and directors. The motion carried unanimously. The appraisal period is February 1, 1999 to March 31, 1999.

Principal Appraisal Process: Motion by Ms. Rose Sedillo, seconded by Mrs. Billie Jones, to approve the Principal Appraisal Process as presented. The motion carried unanimously. Ms. Peggy Johnson, Assistant Elementary School Principal and Andra Sparks, Assistant Middle School Principal gave a presentation on the process.

Legal Services Retainer with Legal Firm: Motion by Mrs. Billie Jones, seconded by Ms. Elaine Truett, to approve the Legal Services Retainer with present legal firm of Walsh, Anderson, Brown, Schulze & Aldridge, P.C. The motion carried unanimously.

Approve Employee Grievance Forms: Motion by Mr. Carman Dingrando, seconded by Mrs. Billie Jones, to approve the revised Employee Grievance Forms. The motion carried unanimously.

Results of Closed Session: No action

Board Comments:

Rose Sedillo - None

Keith Alston - Need to have a Special Called Board Meeting, October 27 at 7:00 PM regarding taking vote of proposed tax rate and setting date for Public Hearing on tax increase. Also informed the Board that he received a TASB District 12 Report and made it available for any member wanting to read it.

Elaine Truett - Inquired about the water leak in the administration building.

Carman Dingrando - Extended his condolences to Janet in the loss of her mother. This was echoed by the other Board members.

Billie Jones - None

Arthur Douglas - He would like everyone to use a positive opportunity the situation that we have in the new school building. As you are aware several people don't live in the city of Marlin because of the schools. They say are schools are inferior. We don't believe that. The new school buildings will change everyone's concept of what this district is. This is an opportunity for us to regain some of the accredibility that we lost. We are to be about that with everything we do now and not wait till we are in the new buildings and then say we will start changing now.
