Regular School Board Meeting - November 17, 1998

Action Items:

Contract with TASB to Develop Pay System - Cindy Clegg, Director of Personnel Services with TASB, gave an overview of the proposal to the Board. She presented each Board member a summary of the proposal. After the presentation, Ms. Clegg answered questions asked by the Board. Motion by Mr. Carman Dingrando, seconded by Mr. Arthur Douglas, to approve the Consulting Services Agreement from Texas Association of School Boards to develop an employee compensation system. Voting for: Mr. Carman Dingrando, Mr. Arthur Douglas, Mrs. Billie Jones, Ms. Elaine Truett and Mr. Keith Alston. Ms. Rose Sedillo and Ms. Lowanda Washington abstained from voting. The motion passed.

Contract with American Eagle Construction Co. - Motion by Ms. Rose Sedillo, seconded by Mrs. Billie Jones, to approve the agreement between Marlin ISD and American Eagle Construction Co. regarding the repairs to the MISD Administration Building. Voting for: Ms. Rose Sedillo, Mrs. Billie Jones, Ms. Elaine Truett, Mr. Carman Dingrando and Mr. Keith Alston. Voting against: Mr. Arthur Douglas. Ms. Lowanda Washington abstained from voting. The motion passed.

Bids on Building Bonds, Series 1998 - Mr. Doug Whitt, Vice President with Southwest Securities, was present at the meeting to open the bids. Motion by Mr. Arthur Douglas, seconded by Ms. Lowanda Washington, to accept the recommendation from Doug Whitt to accept the low bid of 4.367313% from James Baker and Associates for the $4,500,000 Unlimited Tax School Building Bonds, Series 1998 and adopt an Order authorizing the issuance of the bonds. The motion carried unanimously.

Bids for MES Building Project - Motion by Mr. Arthur Douglas, seconded by Ms. Elaine Truett, to accept Baird/Williams Construction, Ltd. bid tabulation from sub bids for Marlin Elementary School project with proviso to consider Board's wishes to be carried out in regards to the bathroom configuration. The motion carried unanimously.

School District Partnership Agreement Texas Rural Systemic Initiative - Motion by Mr. Arthur Douglas, seconded by Ms. Elaine Truett, to approve the School District Partnership Agreement Texas Rural Systemic Initiative. The motion carried unanimously.

Adopt 1998 Tax Rate - Motion by Ms. Elaine Truett, seconded by Mr. Arthur Douglas, be it ordained and ordered by the School Board of the Marlin Independent School District, that we, the School Board of Marlin ISD, do hereby levy or adopt the tax rate on $100 valuation for this district for the tax year 1998 as follows: 1.1605 Maintenance and operations; .17061 Interest and Sinking; total 1998 tax rate 1.33111. The motion carried unanimously.

Board Comments:

Arthur Douglas - Visited with Judge Lynda Trousdale. Stated she is concerned about the AEP children being expelled and going into the community without supervision or without their parents being notified. Asked that a follow up be done on this concern.

Lowanda Washington - Commented that she has had several complaints regarding children getting a one day unexcused absence for being ill because they do not have a Doctor's excuse.

Rose Sedillo - Pleased with the AEIS Report. Thanked everyone for their hard work.

Keith Alston - Pleased with the AEIS Report. Commented on his concern regarding the flooding at the intermediate school campus and its effect on safety and health.
