Regular Scheduled Board Meeting - March 20, 2001

All Board Members Present

Meeting was called to order by President, Arthur Douglas at 6:30 p.m.

Invocation was given by Rose Morin.

Pledge of Allegiance was led by the Girl Scout Troops #8103 and #8187.

No Public Comments

Board members voted for Region 12 Board of Directors, Place 4, 5, and 6.

 

Bill (s) from City Auto Parts - Motion by Ms. Lowanda Washington, seconded by Mrs. rose Morin, to approve bills from City Auto Parts. Voting for: Ms. Lowanda Washington, Mrs. Rose Morin, Mr. Keith Alston, Mrs. Byrleen Terry, Mr. Danny Vickers and Mr. Arthur Douglas. Mr. Carman Dingrando abstained form voting. The motion passed.

Consent Agenda - Motion by Mr. Danny Vickers, seconded by Ms. Lowanda Washington and Mrs. Byrleen Terry, to approve the consent agenda as presented. The motion carried unanimously. Consent agenda items: consent agenda, minutes of the February 20 and March 1, 2001 meetings and bills.

Budget Amendments - Motion by Mr. Danny Vickers, seconded by Ms. Lowanda Washington, to approve the budget amendments as presented. The motion carried unanimously.

Proposal for Sod at ES & MS Campuses - Motion by Mr. Danny Vickers, seconded by Mrs. Rose Morin, to accept the recommendation from Superintendent Hopkins to postpone decision for purchasing sod until sprinkler is complete and to reject the bid of $38,915 from Turfgrass America. The motion carried unanimously.

Bid for Desk at old Middle School - Motion by Mrs. Byrleen Terry, seconded by Ms. Lowanda Washington, to accept bid of $50.00 from Bobbie Holdbrook for one desk (inventory #000962) at the old middle school. The motion carried unanimously.

Early Voting Judge, Alternate and Judges & Clerks for Districts B & E - Motion by Mrs. Rose Morin, seconded by Mr. Carman Dingrando, to approve Velia Urive as early voting judge, Michele Hamilton as alternate and judges and clerks for District B & E. The motion carried unanimously. The judges and clerks are as follows:

Contract with Texas Dept. of Agriculture - Motion by Mr. Danny Vickers, seconded by Mrs. Rose Morin, to authorize the superintendent to negotiate the contract to MISD attorney's satisfaction and once approved by school's attorney enter into a contract between Marlin ISD and the Texas Boll Weevil Eradication Foundation, Inc. The motion carried unanimously.

Public Comments - Due to some of the community members not aware that the meeting started 30 minutes early we recognized their comments at this time: Dorothy Lofton addressed the Board regarding the need of a choral club and music for interested students in grades 7-12.

Pledge of Allegiance - Due to some of the Girl Scouts not aware that meeting started 30 minutes early, those that arrived at this time led the Pledge of Allegiance. President Douglas thanked the girls for coming and participating.

Results of Close Session:

Superintendent's Contract - Motion by Mr. Danny Vickers, seconded by Mrs. Byrleen Terry, to approve superintendent's contract with amendment reflecting an incentive bonus program made up of seven (7) factors totally $4500 incentive bonus money. Bonuses would be paid as follows:

 

  • $750.00 for the attainment of qualifying attendance standards at the elementary school
  • $750.00 for the attainment of qualifying TAAS test score standards at the elementary school
  • $750.00 for the attainment of qualifying attendance standards at the middle school
  • $750.00 for the attainment of qualifying TAAS test score standards at the middle school
  • $500.00 for the attainment of qualifying attendance standards at the high school
  • $500.00 for the attainment of qualifying TAAS test score standards at the high school
  • $500.00 for the attainment of qualifying dropout rate standards at the high school

Voting for: Mr. Danny Vickers, Mrs. Byrleen Terry, Mr. Arthur Douglas, Mrs. Rose Morin and Ms. Lowanda Washington. Voting against: Mr. Keith Alston and Mr. Carman Dingrando. The motion passed.

Renewal of Contract Personnel - Motion by Mrs. Rose Morin, seconded by Mr. Danny Vickers, to offer contracts to the following for the 2001-2002 school year. The motion carried unanimously.

Personnel Resignations/Retiree - Motion by Mrs. Byrleen Terry, seconded by Mr. Danny Vickers, to accept resignations from Karen Ritter, Cheryl Peter, Linda Sheets, Clyde Billings, Tanya Thacker and retiree Betty Elder. The motion carried unanimously.

Board Comments:

Keith Alston - At the next meeting would like a full report on amended budget. Appreciated the Girl Scouts coming and leading the Pledge.

Danny Vickers - Thanked the Girl Scouts for coming and participating and also commended Jason Wink on his efforts in getting rid of the surplus items.

Carman Dingrando - Appreciated the Girl Scouts coming and leading the Pledge.

Lowanda Washington - Thanked the Girl Scouts for coming and again requested a financial report on the fund balance.

Rose Morin - Thanked the Girl Scouts and thanked Betty Elder for years of service.

Byrleen Terry - Excited to hear about the lease agreement between MISD and the Texas Boll Weevil Eradication Foundation, Inc. Good news for the community.

Arthur Douglas - Thanked the parents and Girl Scouts for coming and participating. Going to meet with Bobby Sharp on the bus routes. Pleased to know things are going well in the school district.
