ACTION REPORT

Regular Scheduled Board Meeting October 16, 2001

Meeting was called to order by President Arthur Douglas at 7:00 P.M.

Invocation was given by trustee, Roger Nutt.

Pledge of Allegiance was led by members of the Marlin Middle School Student Council.

All Board trustees present with the exception of Mrs. Byrleen Terry.

AGENDA ITEMS:

Bills (s) from City Auto Parts - Motion by Ms. Lowanda Washington, seconded by Mrs. Rose Morin, to approve the bills from City Auto Parts. Voting for: Ms. Lowanda Washington, Mrs. Rose Morin, Mr. Arthur Douglas, Mr. Roger Nutt and Mr. Danny Vickers. Mr. Carman Dingrando abstained from voting. The motion passed.

Bills (s) from Williams Feed Store - Motion by Ms. Lowanda Washington, seconded by Mrs. Rose Morin, to approve the bills from Williams Feed Store. Voting for: Ms. Lowanda Washington, Mrs. Rose Morin, Mr. Arthur Douglas, Mr. Carman Dingrando and Mr. Danny Vickers. Mr. Roger Nutt abstained from voting. The motion passed. Mr. Nutt stated he received two checks to be applied to this bill - one a computer check and one a high school activity check. The school has a credit with Williams Feed.

Consent Agenda - Motion by Ms. Lowanda Washington, seconded by Mr. Roger Nutt, to approve the consent agenda as presented. The motion carried unanimously. Consent agenda items: agenda, minutes of the September 18, September 25 (6:30 P.M.), September 25 (6:45 P.M.), and October 2, 2001 meetings/public hearing/training session and other bills.

Bid (s) for Surplus Items - Superintendent Hopkins recommended to accept bids on all items and reject bid for the sign in front of the old middle school campus. Motion by Ms. Lowanda Washington, seconded by Mrs. Rose Morin, to accept bids of items as recommended. Voting for: Ms. Lowanda Washington, Mrs. Rose Morin, Mr. Arthur Douglas, Mr. Roger Nutt and Mr. Danny Vickers. Mr. Carman Dingrando abstained from voting. The motion passed. The items are as follows: $85.00 from Gabriella Thompson for thirty (30) wood and metal chairs of choice for small children, thirty (30) student desks of choice for small children, large wooden bookcase, three (3) rolling bookshelf/storage type cabinets and one short half-round "kidney design" table; accept bid of $20.00 from Rodney Krumnow for one drafting table and one wood cabinet in classroom at middle school; accept bid of $65.00 from Marlin Little League Association for two (2) handicap signs, two (20 filing cabinets, assortment of trophies, projector screen, bulletin board, ten (10) wood cabinets and overhead projector; accept bid of $10.00 from Marlin Police Department for three (3) used filing cabinets; accept bid of $50.00 from Tri-County Classics Club for twenty-five (25) folding chairs, one half moon shaped table, one office desk, one small bulletin board and one small chalkboard.

PDAS Certified Trainers - Motion by Mr. Roger Nutt, seconded by Ms. Lowanda Washington, to approve the list of PDAS certified appraisers for Marlin ISD for the 2001-02 school year as presented. The motion carried unanimously. They are as follows: Letha Hopkins, Joel Taylor, Larry Stafford, Rockney Terry, Gabriel Cary, Thomas Cannon, Jo Ann Garrison, Gene Hicks, Kelley Berry and Susan Cary.

Solicit Bids for Electrical Service Rates - Motion by Ms. Lowanda Washington, seconded by Mrs. Rose Morin, to authorize superintendent to solicit bids for electrical service rates. The motion carried unanimously.

Discussion Item - Update 66 Legal Policies - The Board reviewed the Legal policy changes in Update 66. No action was required.

Discussion Item - Prayer at Football Games - Board member Roger Nutt requested this item be put on the agenda as a discussion item. Mr. Nutt spoke on the issue and stated he would like to have prayer at the football games, however, he did not want to put the school district in jeopardy. Superintendent Hopkins commented that she spoke with the school attorney and the attorney said "no" that it would put the district at risk. Having a moment of silence is appropriate or the audience can repeat The Lord's Prayer but it can not be over the intercom.

Results of Closed Session

Personnel Resignations - Motion by Mrs. Rose Morin, seconded by Mr. Roger Nutt, to accept resignation from Linda Green. The motion carried unanimously.

Board Comments:

Rose Morin - Thanked Superintendent Hopkins, Ms. Berry, Mrs. Garrison. Mr. Cary, Kim and secretaries for their hard work.

Lowanda Washington - Thanked Mrs. Garrison - mad an A on presentation.

Carman Dingrando - Proud of the middle school students wanting to say the Pledge of Allegiance every morning. (This was their own decision.)

Danny Vickers - none

Roger Nutt - Commented on the football team two game win. Support the team and everyone come out this Friday night for Homecoming.

Arthur Douglas - Dittoed Roger Nutt's comments. Thanked Ms. Kelley for her report and pleased with the progress.
