MEETING OF THE BOARD OF TRUSTEES
MARLIN INDEPENDENT SCHOOL DISTRICT
February 19, 2008 6:00 p.m.

Call to Order Board President, Lowanda Sias called the meeting to order at 6:00 p.m.

Moment of silence was observed.

Trustees and audience members participated in the Pledge of Allegiance to the American Flag and the Texas Flag. Members of the Marlin High School National Honor Society led both pledges.

Roll Call: Roger Nutt, Danny Vickers, Sonja Washington, Lowanda Sias, David Lawson, and Steve Johnson. Trustee, Tania Baker was absent. A quorum was present for the meeting.

Public Comments / Audience Participation - Public comments were addressed to the Board by Ms. Bridgett Burleson concerning the restraint of her son by a substitute teacher.

Bill(s) to The Chicken Place - Motion made by David Lawson, seconded by Steve Johnson to pay bill(s) to The Chicken Place. Trustees voting in favor of payment: Roger Nutt, Sonja Washington, Lowanda Sias, David Lawson, and Steve Johnson. Danny Vickers abstained from voting. Motion carried.

Discussion Item - Administrators, assistant administrators and teachers from all campuses presented to the Board an overview of TAKS strategies, benchmark testing results, objectives, campus weaknesses and strengths, as well as beginning and middle of the year testing results.

Each campus representative informed the Board of numerous opportunities for tutoring sessions, rewards, teacher in-service, staff development, and the increase in communication between school and home to increase parental involvement. All three campuses are using these tools in an effort to ensure that our District TAKS results are successful, thus promoting a positive image of our schools.

Consent Agenda - Motion made by Danny Vickers, seconded by Steve Johnson to approve the consent agenda as presented. Consent agenda items
include: Minutes of the Regular Meeting held January 15, 2008 at 6:00 p.m. and the monthly financial report. Motion carried unanimously.

Approve Consulting Agreement between LPB Energy Consulting and Marlin ISD - Motion made by David Lawson, seconded by Roger Nutt to
approve Consulting Agreement between LPB Energy Consulting and Marlin ISD. Motion carried unanimously.

Call for Trustee Election, May 10, 2008 - Motion made by Roger Nutt, seconded by Sonja Washington to call for Trustee Election on May 10, 2008. District "A" and two At-Large positions are up for election. The first day to apply for place on the ballot is February 9, 2008. The deadline to apply is March 10, 2008. Motion carried unanimously. Board President, Lowanda Washington announced continuing education hours for each board member.

Resolution to Appoint Agents of the Board - Motion made by David Lawson, seconded by Roger Nutt to approve resolution appointing Tom Simpson, Beth Dodge, and Anita Grote as agents of the Board for the May 10, 2008 trustee election. Motion carried unanimously.

Approve Early Voting Judge, Alternate Early Voting Judges, Election Judge and Clerks - Motion made by Roger Nutt, seconded by Sonja Washington to approve Tom Simpson as Early Voting Judge and Beth Dodge and Anita Grote as Alternate Early Voting Judges. Also recommending Tom Simpson as Election Judge and Beth Dodge, Vee Urive, and Anita Grote as Clerks for the May 10, 2008 election.
Motion carried unanimously.

Addendum to Interlocal Agreement with (PCAT) and Marlin ISD - Motion made by Roger Nutt, seconded by David Lawson to approve addendum to the Interlocal Agreement with Property Casualty Alliance of Texas (PCAT) and Marlin ISD. Motion carried unanimously.

Trustee Meeting March 25, 2008 - Motion by Sonja Washington, seconded by Danny Vickers to change the date of the March Board of Trustee meeting to March 25, 2008 due to spring break. Motion carried unanimously.

Textbook Adoption 2008-2009 - Motion made by David Lawson, seconded by Sonja Washington to adopt all state approved confirming texts for 2008-09. Motion carried unanimously.

Textbook Committee 2008-2009-2010 - Motion made by Roger Nutt, seconded by David Lawson to approve the 2008-2009 textbook committee as presented. Motion carried unanimously.

Innovative Course Application 2008-2009 - Motion made by Sonja Washington, seconded by Steve Johnson to approve Innovative Course Application 2008-2009 retroactive to January 15, 2008. Motion carried unanimously.

Policy Update 82 - Motion made by Roger Nutt, "I move that the Board add, revise, or delete (LOCAL) policies as recommended by TASB Policy
Service and according to the Instruction Sheet for TASB Localized Policy Manual Update 82." Motion seconded by Steve Johnson. Motion carried unanimously.

Agreement/ Department of State Health Services and Marlin ISD - Motion made by Sonja Washington, seconded by David Lawson to approve agreement between Department of State Health Services and Marlin ISD to use facilities at Marlin High School in the event of a public health emergency. Motion carried unanimously.

Personnel Matters - Board President, Lowanda Sias announced at 8:06 p.m. the Board would go into closed session to discuss personnel matters
under Texas Gov't. Code 551.146. The Board reconvened into open session at 8:45 p.m.

Superintendent's Appraisal, Goals, Directives, Contract, Compensation, etc. - No action taken

Contract Extension Of Falls Education Co-Op Director - Motion made by Danny Vickers, seconded by Steve Johnson to approve the contract extension of Falls Education Co-Op Director, Steve Holland including a 3% pay increase. Motion carried unanimously.

Recommendation Of Employment - No action taken

Resignations - No action taken

Adjournment - Board President, Lowanda Sias adjourned the meeting at 8:46 p.m.
