ACTION REPORT

School Board Meeting - September 17, 2002

Special Called Meeting for a Public Hearing on Marlin ISD Budget and Proposed Tax Rate:

  • The public hearing was called to order by President, Lowanda Washington at 6:30 PM.
  • All Board members were present with the exception of Carman Dingrando
  • President Washington stated anyone desiring to speak on the budget and proposed tax rate to please give their name to the secretary. No one signed to speak.
  • There were no public comments.
  • President Washington adjourned the meeting at 6:40 PM.

Special Called Meeting for a Public Hearing on the Performance Rating of the Elementary School:

  • The public hearing was called to order by President, Lowanda Washington at 6:45 PM.
  • All Board members were present with the exception of Carman Dingrando.
  • At this time Superintendent Hopkins gave the following presentation: The purpose of this hearing is to notify the public that the performance rating for Marlin Elementary School is low performing for the second year. This rating is a result of Writing scores of 53.5% for all students, 48.3% for African American students, 43.8 % for economically disadvantaged - Reading scores of 48.4% for African American students, 54.2% for economically disadvantaged - Math scores of 54.6% for African Americans students, 53.6% for economically disadvantaged students.

Texas Education Agency requires all groups to score 55% or higher. A team from Texas Education Agency will be conducting an on site visit the week of October 14, 2002. A public forum for parents is planned for 6:00 PM Tuesday, October 14, 2002 at the elementary campus to which all parents will be invited.

Should Marlin ISD not show improvement, Texas Education Agency could impose sanctions and interventions.

MISD is addressing the issue in numerous ways including the following:

  • Staff development in Balanced Literacy
  • Staff development in dealing with students and parents from poverty
  • Revised discipline plan
  • Campus wide discipline plan
  • Revamping the OCS and AEP programs using a certified teacher
  • Restructuring the job responsibilities of instructional assistants]
  • Addition of an assistant principal
  • Lengthening the instructional day

At this time the public is invited to give input.

Board President Washington announced that anyone wishing to speak on the performance rating of Marlin Elementary School please give their name to the secretary. No one wished to speak.

Regular Scheduled Board Meeting:

The meeting was called to order by President Washington at 7:00 PM.

Invocation was given by Roger Nutt.

Pledge of Allegiance was led by the Marlin Middle School Cheerleaders and Mascot.

Roll call: All board members present with the exception of Carman Dingrando.

Public comments: None

Presentation of Literacy Program: Superintendent Hopkins introduced Audrey Bragg, Sue McAdams and Paulette Mansel, Literacy Consultants. Ms. McAdams briefed the Board on the Literacy Program that is being implemented at the elementary school. They explained the three components: Reading, Word Study and Writing. Ms. McAdams explained Reading (read aloud, shared reading, guided reading and independent reading). She commended Superintendent Hopkins, Ron Faircloth, Granville Dawson and Amparo Aguilla and Anita Grote for their support and hard work. Ms. Bragg explained Word Study (phonics and spelling), and Ms. Mansell explained the Writing process (prewriting, writing, revising, editing and publishing). It was a very informative presentation. Questions were asked by the Board members and each Board member was presented a folder.

Consent Agenda - Motion by Roger Nutt, seconded by Mrs. Rose Morin to approve the consent agenda as presented. The motion carried unanimously. Consent agenda items: agenda, minutes of the August 20, 2002 meeting and bills.

Adopt Tax Rate for 2002-2003 - Motion by Ms. Sonja Washington, seconded by Mr. Roger Nutt, that it be ordained and ordered by the School Board of the Marlin Independent School District, that we, the School Board of Marlin ISD, do hereby levy or adopt the tax rate on $100 valuation for this district for the tax year 2002 as follows: 1.355387 for the purpose of maintenance and operation; 0.059970 for the payment of principal and interest on debt of this school district making total 2002 tax rate 1.41537. The motion carried unanimously.

Accept Proposal for Fuel & Oil for 2002-2003 - Motion by Mrs. Rose Morin, seconded by Mrs. Byrleen Terry, to accept proposal for fuel and oil from Evans Oil Company as follows: Diesel - .09 over cost; unleaded gasoline +.09 over cost; oil 6/1 antifreeze-$23.95; 12/1 Havoline 10w30 - $19.25; 12/1 Ursa Super Plus 30 - $17.75; 12/1 Ursa SP1SW40 - $18.50. The motion carried unanimously.

Early Release Days - Motion by Mr. Roger Nutt, seconded by Mrs. Rose Morin, to approve the early release days with amendment change from January 17 to January 22. The motion carried unanimously. The following are early (noon) dismissals: October 2, 2002, December 20, 2002, January 22, 2003 and April 17, 2003.

PDAS Appraisers for 2002-2003 - Motion by Mr. Roger Nutt seconded by Mrs. Byrleen Terry, to approve the PDAS certified appraisers as presented and those contingent on certification as recommended. The motion carried unanimously. The following are certified appraisers: Letha Hopkins, Rockney Terry, Thomas Cannon, Jo Ann Garrison, Gene Hicks, Amparo Aguilar, Joel Taylor and Larry Stafford. The following are contingent on certification: Ron Faircloth, Roy Howell and Granville Dawson.

Tax Resale Deed (Suit #29,943-T) - No motion was made on this agenda item.

Resolution - Extracurricular Status of 4-H Organization - Motion by Mr. Roger Nutt, seconded by Mrs. Byrleen Terry, to approve Resolution that recognizes the Falls County 4-H Organization as approved for recognition and eligible for extracurricular status consideration under 19 Texas Administrative Code, Chapter 76.1 pertaining to extracurricular activities. The motion carried unanimously.

Falls County Extension Staff as Adjunct Instructors 2002-2003 - Motion by Mrs. Byrleen Terry, seconded by Ms. Sonja Washington, to approve Falls County Extension staff Donald W. Kelm, Pate L. Adams and Whit H. Weems as adjunct instructors for the 2002-2003 school year. The motion carried unanimously.

Increase Auto Liability Ins. - Motion by Mrs. Rose Morin, seconded by Ms. Sonja Washington, to approve the increase of auto liability insurance from $500,000 to $1,000,000. The motion carried unanimously. The prorated premium for the extra $500,000 from September 10, 2002 to March 5, 2003 is $244.00.

Commitment between MISD and TRSI - Motion by Mrs. Rose Morin, seconded by Ms. Sonja Washington, that Marlin ISD and the Texas Rural Systemic Initiative share a commitment to high quality mathematics and science education for all students and therefore agrees to a partnership through the 2002-03 school year and to work together to enhance the mathematics and science learning and performance of all students in the district.

Superintendent's Report - Superintendent Hopkins briefed the Board on the following and also handouts were given to each member: 1)Personnel; 2) Copies of Exit forms filled out by employees that resigned at the end of the 2001-02 school year; 3) PEP Report; 4) Mentor; 5)Tier II Information; 6) WADA; 7) Bus Routes.

Results of Closed Session:

  • Personnel Employment - Motion by Mrs. Byrleen Terry, seconded by Mr. Roger Nutt, to employ Bill Barkley as BAC teacher at the middle school. The motion carried unanimously.
  • Personnel Resignations - There were no resignations. No action taken.

Board Comments:

  • Roger Nutt - Really enjoyed the Literacy Program Presentation.
  • Danny Vickers - Dittoed Mr. Nutt's comment.
  • Sonja Washington - No comment.
  • Byrleen Terry - Bulldogs looked good Friday night.
  • Rose Morin - Dittoed the above comments and "Thanked" Mrs. garrison and the cheerleaders for coming and also for the gifts they presented to each Board member.
  • Lowanda Washington - no comment.
