Action Report
Regular Scheduled School Board Meeting -
September 21, 1999
All Board members present with the exception of Mr. Carman
Dingrando
- Mr. Steve Jones, Construction Manager on site for
Baird/Williams Construction, Inc., gave an update on the
elementary and middle school construction. ELEMENTARY SCHOOL - the
mason has completed his work; ceiling grid in area "C" is
complete, and being installed in area "B"; dry wall framing for
fire corridors are moving through area "A"; drywall framing for
restrooms are complete in area "A", and these areas are being
sheet rocked now; ceramic tile is complete in area "C", and being
installed in the kitchen and area "B"; walk-in freezer installed
in cafeteria; several areas are nearing completion; completion of
the elementary school is being maintained. MIDDLE SCHOOL -
concrete foundations are being poured, with only the gymnasium
areas left to be poured; structural steel in area "D" started
9-21; masonry is scheduled to begin the second week of October,
1999; base material for the parking lot and roads is complete;
work on adjacent property recently acquired started 9-20;
projected date for completion of middle school is May 15,
2000.
- Bill (s) from City Auto Parts - Motion by Mr. Samuel
Garcia, seconded by Mr. Keith Alston, to approve the bills from
City Auto Parts. The motion carried unanimously.
- Consent Agenda - Motion by Mr. Danny Vickers, seconded
by Ms. Rose Sedillo and Ms. Lowanda Washington, to approve the
consent agenda. The motion carried unanimously. Consent agenda
items: agenda, minutes of the August 17, August 26 and September
3, 1999 meetings and bills.
- Budget Amendments - Motion by Ms. Lowanda Washington,
seconded by Ms. Rose Sedillo, to approve budget amendments as
presented. The motion carried unanimously.
- Request for Early Graduation - Motion by Ms. Lowanda
Washington, seconded by Mr. Keith Alston, to approve early
graduation request for Melissa Stewart. The motion carried
unanimously.
- Resolution - Extracurricular Status of 4-H Members -
Motion by Mr. Keith Alston, seconded by Ms. Lowanda
Washington, to approve Resolution as presented regarding
Extracurricular Status of 4-H members. The motion carried
unanimously.
- Adjunct Instructors for 1999-2000 - Motion by Mr.
Samuel Garcia, seconded by Mr. Keith Alston and Ms. Rose Sedillo,
to approve Donald W. Kelm, Pate L. Adams and W.E. Edmiston as
adjunct instructors for students participating in 4-H activities.
The motion carried unanimously.
- Tax Rate 1999-2000 - Motion by Mr. Danny Vickers,
seconded by Ms. Lowanda Washington, be it ordained and ordered by
the School Board of the Marlin Independent School District, that
we, the School Board of Marlin ISD, do hereby levy or adopt the
tax rate on $100 valuation for this district for the tax year 1999
as follows: 1.20141 for the purpose of maintenance and operation;
.1297 for the payment of principal and interest on debt of this
school district making total 1999 tax rate 1.33111. The motion
carried unanimously.
- Resolution - Nominee for Falls County Appraisal District
Board of Directors - Motion by Ms. Lowanda Washington,
seconded by Mr. Samuel Garcia, to nominate Ms. Rose Sedillo (who
volunteered) as MISD candidate to serve on the Falls County
Appraisal District Board of Directors for a two year term (January
1, 2000-December 31, 2001). The motion carried unanimously.
- Update 61 - Motion by Ms. Lowanda Washington, seconded
by Mr. Keith Alston, that the Board adopt (LEGAL) and (LOCAL)
policies as recommended by TASB Policy Service. The motion carried
unanimously.
- Band Code of Conduct - Motion by Ms. Rose Sedillo,
seconded by Mr. Danny Vickers, to approve the Band Code of Conduct
as presented. The motion carried unanimously.
- Salary Adjustment for Technology Director - Motion by
Mr. Samuel Garcia, seconded by Ms. Lowanda Washington, to table
this item. Voting for: Mr. Samuel Garcia, Ms. Lowanda Washington,
Ms. Rose Sedillo, Mr. Keith Alston and Mr. Arthur Douglas. Voting
against: Mr. Danny Vickers. The motion passed. Mr. Garcia
requested more information in regards to job descriptions and
salaries.
- Student Performance Domain/Superintendent Appraisal -
Motion by Mr. Samuel Garcia, seconded by Ms. Lowanda
Washington, to approve the recommended Student Performance Domain
developed by the Commissioner of Education. The motion carried
unanimously.
- Results of Closed Session:
Report on American Eagle Construction Contract - The Board
reviewed the written report from the attorney regarding the American
Eagle Construction contract. No action was taken.
Personnel Employment - Motion by Mr. Samuel Garcia,
seconded by Ms. Rose Sedillo, to employ Mr. Carlos McKenzie as
Migrant Service Coordinator for the 1999-2000 school year. The motion
carried unanimously.
Personnel Resignation - Motion by Ms. Lowanda Washington,
seconded by Ms. Rose Sedillo, to accept the resignation from Mr.
William Nelson. The motion carried unanimously.
Interim Superintendent Report - Letha Hopkins, Interim
Superintendent, reported to the Board: 1) Safe School: Crisis
Planning; 2) a parent concern regarding AEP; 3)report on HOTCOG from
Sue Willert (a copy was given to each Board member); 4) resignation
of Mr. Charles Sterling, Probation Officer; 5) information from Doug
Whitt with Southwest Securities; 6) 8th and 9th graders interested in
starting a soccer team; 7) reminded everyone of the Sneak Preview
Tour of the new elementary school, Saturday, September 25, 10:00 A.M.
to 12 Noon.
Mr. Keith Alston - Expressed concern regarding the
situation with the probation officer.
Mr. Danny Vickers - None
Mr. Samuel Garcia - Thanked MISD, Mrs. Hopkins, Mr. Cary
and coaches fro their participation and support of the Falls County
Hispanic Organization.
Mr. Arthur Douglas - "Special Congratulations" to DeMarcus
Smith for his exhibition at Friday night's Mexia football game.
Ms. Rose Sedillo - Echoed Mr. Garcia's comments.
