The Marlin Independent School Districts Purchasing Department’s main focus is to facilitate the acquisition of the goods and services in accordance with the state and federal laws to meet the educational needs of our students. The focus of the district's purchasing process is to educate staff members primarily responsible at the campus and department levels.
The following guidelines are established based on State of Texas statutes, and Marlin ISD Board Policies CH (Legal) and CH (Local), and these requirements are to assist District personnel in making a purchase using District managed funds. Please note, if federal funds are to be utilized, the end user must follow the State and Federal Grants Manual guidelines.
LEGAL REQUIREMENTS
A.STATE POLICY/PURCHASING
All school district contracts, except contracts for the purchase of produce or vehicle fuel, valued at $50,000 or more in the aggregate for each 12-month period shall be made by the method, of the following methods, that provides the best value for the district: Texas Education Code Chapter 44.031 (1)Competitive bidding
(2)Competitive sealed proposals;
(3)A request for proposal, for services other than construction services;
(4)An interlocal contract;
(5)A design/build contract;
(6)A contract to construct, rehabilitate, alter, or repair facilities that involves using a construction manager;
(7)A job order contract for the minor construction, repair, rehabilitation, or alteration of a facility;
(8)The reverse auction procedure as defined by Section 2155.062(d), Government Code; or (9)The formation of a political subdivision corporation under Section 304.001, Local Government Code.
BUDGET SECRETARY/CLERK PURCHASING PROCEDURES
A.ACCOUNT NUMBERS Section 44.007 of the Texas Education Code (Code or TEC) requires that a standard school district fiscal accounting system be adopted by each school district. The system must meet at least the minimum requirements prescribed by the State Board of Education and also be subject to review and comment by the state auditor. Additionally, the accounting system must conform to Generally Accepted Accounting Principles (GAAP). Marlin ISD procurement services provides exceptional customer service by providing the best value with the use of taxpayer's money for products and services used for the benefit of Marlin ISD students and staff.
To become an awarded MISD vendor, you must first submit the Vendor Request Form found under Vendor Forms and Documents. When a bid opportunity becomes available for your procurement category, it will be listed below. If you choose to participate in the bidding process, your bid/proposal must be selected by an evaluation committee and approved by the MISD Board of Managers.

Budget Documents
The annual budget reflects the allocation of revenues and expenditures to support the District’s educational programs and services. Each school district in Texas is required by law to prepare an annual budget for the General Fund, the Debt Service Fund, and the Food Services Fund. The following budget documents include the original budgets adopted by the Board of Trustees, budget summary reports that provides comparison data for the proposed budget to the current budget, budget amendments that are presented to and approved by the Board of Trustees when budget revisions are necessary, and the annual budget books. As part of the District’s efforts to increase the level of transparency and engagement in the budgeting process, we are committed to providing essential financial information and data on the District’s revenues, expenditures, tax rates, cost drives and comparative data with other school districts.

Financial Integrity Rating System of Texas
The state's school financial accountability rating system, known as the School Financial Integrity Rating System of Texas (FIRST), ensures that Texas public schools are held accountable for the quality of their financial management practices and that they improve those practices. The system is designed to encourage Texas public schools to better manage their financial resources to provide the maximum allocation possible for direct instructional purposes.

Federal and State Programs
Federal & State Programs
The Department of Federal & State Programs is responsible for grant writing, use of funds, compliance and evaluation for several government programs such as:
Every Student Succeeds Act (ESSA) – Title I, II, III, and IV;
Compensatory Education – funding for At Risk students; and
SHARS – Student Health and Related Services (program to receive Medicaid funding)
The department works with other departments, principals, and staff to ensure that grant funds are spent responsibly fiscally, programmatically, and equitably. In addition, this department works with schools in need of improvement and district/campus improvement planning according to areas directed by the Texas Education Agency (TEA) under State and Federal accountability systems. Corrective action plans are developed in collaboration with other departments/campuses and submitted to TEA as required. The department establishes procedures to regulate grant spending, and ensure documents are available for government audits.
Planning and evaluation are conducted to make sure funds are spent according to the highest need, and are supplemental to the regular budget programs. Programs are evaluated to determine their impact on student achievement and improvement of instructional programs.
